The Police Department and IT/GIS buildings require cleaning three times weekly (Monday, Wednesday, Friday) during business hours, while City Hall and Customer Service require after-hours cleaning (after 5:00 p.m.) on the same schedule, with IT/GIS requiring twice-weekly service. A mandatory pre-proposal conference is scheduled for July 14, 2026 at 10:00 a.m. at City Hall. Written questions must be submitted by July 21, 2026 at 2:00 p.m., and proposals are due electronically via OpenGov by August 7, 2026 at 2:00 p.m. The initial contract term is three years, with two optional one-year renewal periods available under the same terms and conditions.
Proposals will be evaluated on four equally weighted criteria (25 points each): experience and qualifications, quality of the proposed work plan, staffing and reliability, and cost competitiveness. The pricing structure requires bidders to provide unit costs for three recurring service line items and three optional add-alternate services, including carpet cleaning, office cleaning in the Public Safety Building, and deep cleaning of the Council Chambers. The City will furnish cleaning products and paper supplies but the contractor must provide and maintain all equipment. All contractor personnel assigned to City facilities must pass criminal background checks through the Florida Department of Law Enforcement (FDLE) and Criminal Justice Information Services (CJIS) certification before commencing work. The successful contractor must maintain Commercial General Liability insurance of $1 million, Professional Liability insurance of $1 million, Workers' Compensation insurance meeting Florida requirements, and Comprehensive Automobile Liability insurance of $100,000 per person/$300,000 per occurrence. The contract may be terminated immediately by the City for any reason upon written notice, with the contractor compensated only for satisfactorily completed services through the termination date. No public opening of proposals will occur; only respondent names will be announced.
