About this file
This justification and approval document concerns a sole source contract award for engineering support services related to F-15 aircraft systems. Printed Circuit Corp will provide Functional Configuration Audit and Physical Configuration Audit support for the F-15 DRM-II software, F-15 DRMM software, and F-15 DTM-II hardware. As the designer and sole manufacturer of F-15 DRMM variants, Printed Circuit Corp holds the necessary design knowledge and experience to successfully complete the required audits and manufacturing readiness assessment ahead of planned production contracts. The contract value is $95,100 and covers activities needed prior to F-15 system validation and verification activities scheduled for Spring 2023.
The related solicitation concerns the same engineering support services and seeks proposals for the sole source contract award to Printed Circuit Corp to conduct the F-15 DTM-II and DRMM hardware and software audits and manufacturing readiness assessment. The Defense Microelectronics Activity is the contracting agency.

Justification and Approval for Other than Full and Open Competition
1. Agency and Contracting Activity: Office of Secretary Of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action: This is a new Firm Fixed Price contract in the amount of $95,100.00 for F-15 DTM-II and DRMM Hardware and Software Physical and Functional Configuration Audits and Manufacturing Readiness Assessment Support.
3. Description of Supplies/Services: Engineering Support of F-15 DRM-II Software FCA (Functional Configuration Audit), F-15 DRMM Software PCA (Physi cal Configuration Audit), and F-15 DTM-II Hardware FCA/PCA Corrective Action activities with the F-15 DRMM Designer/Manufacturer. DRM-II: Data Transfer Module-II. DRMM: DTM-II Removable Memory Module.
The F-15 DTM-II System and DRMM Sub-System are critical to the F-15 Command and Control System, Avionics System, Mission Planning Logistics, and Aircraft Maintenance Data logging. Developmental and Operational tests of the systems are concluding, and the Functional and Physical configuration audits are required in advance of planning DTM-II and DRMM production contracts.
4. Authority Cited: FAR 13.501(a)(1)(ii) Simplified Procedures for Certain Commercial Items;
41 U.S.C. 1901.
5. Reason for Authority Cited: There is only one source. Printed Circuit Corps (PCC), in collaboration with DMEA, is the sole manufacturer of the various variants of the F-15 DRMMs.
PCC has the fabrication tooling, component supply, design knowledge, and manufacturing experience to rapidly and successfully fabricate USAF and Prime Contractor orders of F-15 DRMMs, and as such, must be the primary participant in Physical and Functional Configuration audits.
DMEA and PCC partnered back in the 2015 timeframe to Design and Fabricate the DRMM for the F-15. DMEA designed the DRMM, developed the firmware, and contracted with PCC via a small business contract. The contract included Engineering efforts associated with the electrical layout, mechanical design, fabrication, and environmental qualification of developmental DRMMs. The USAF ordered a number of qualification units, and for the last 5 years these units (DTM-II System, DRR and DRMM) have been undergoing Qualification testing with Boeing and the USAF. The USAF is now ready to make pre-production orders of the DTM-II Systems (via Mercury) and the DRMMs (via DMEA and PCC). In order to get the design and qualification efforts approved for the next phase of operational test and development the USAF needs to audit the designs with PCC and DMEA.
DMEA # 23-09

PCC holds the designs which are under audit and the technical background in F-15 DRMM Design and Manufacturing requirements to support this task. Changing the supplier of F-15 DRMMs to another Design and Fabrication vendor would require months of engineering coordination and supply chain development, and would incur audit and production delays that are unacceptable to the USAF stakeholders. F-15 Validation and Verification Activities are scheduled for Spring 2023, and these audits must be completed prior to F-15 full system Val- Ver, DTM-II/DRMM production contract planning, and deployment of the Data Transfer systems and devices to the F-15 fleets.
6. Efforts to Obtain Competition: None.
7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon the Independent Government Estimate (IGE) and previous purchases.

8. Market Research: None.
9. Other Facts: As the DRMM Designer and Manufacturer, Printed Circuit Corp. is the only Vendor capable of providing the Design and Manufacturing data necessary in the Functional Configuration Audit of the DRMM and the Physical Configuration Audit of the DTM-II System.
They also are the sole Fabricator of the DRMMs at this time, and as such, the USAF needs to their support for all FCA/PCA audit activities and Manufacturing Readiness.
10. Listing of Sources:
PCC (Printed Circuit Corp) 52295 Webb Parkway NW Lilburn, GA 300047
11. Actions to Increase Competition: The solicitation will be posted on SAM.gov.
12. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
