About this file
This document is a Request for Quote (RFQ) issued by the Marion County Sheriff's Office in Oregon. The agency is soliciting written quotes from vendors to conduct a survey/evaluation of adults in custody (AICs) at the Marion County Jail (MCJ) and Marion County Transition Center (MCTC). The survey will focus on mental health issues, veteran issues, and drug/alcohol abuse, and will also reveal profiles of AICs who are most inclined to benefit from preventive and intervening programs. The survey is voluntary, and a portion will distinguish those who have been involved in programs in the past and the factors that contributed to their recidivism. Quotes must be received by 5:00 PM (PST) on April 25, 2022, and the County reserves the right to enter into contracts with multiple vendors based on price and ability to meet the County's requirements.
The RFQ outlines the evaluation criteria, including the requirement for the vendor to review previously conducted surveys and provide a comparative analysis, modify and develop an approved survey, develop and implement a plan and timeline, attend up to 5 meetings, provide raw data and a final survey report, and present the final report to community partners. The contract term is for 1 year, with the possibility of extension based on funding availability. The vendor must have experience interviewing and/or surveying individuals with criminogenic behaviors and be able to pass Criminal Justice Information System (CJIS) clearance.
