About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) under FAR Subpart 6.103 for a sole source furniture procurement.

The Department of War's Washington Headquarters Services, Acquisition Directorate is seeking approval for a sole source, firm fixed price purchase order with Officeworks Pennsylvania, Inc. to design, provide, and install custom furniture for the Rodman Conference Room (Room 3D852). The requirement encompasses a highly customized conference table measuring 260" long by 64" wide by 30" high with a capacity of 18-20 seats, fabricated with a 1 1/8" thick MDF core veneered in walnut finish with a book-matched pattern. The table includes integrated electrical and connectivity components featuring an Extron AAP 106 plate with two AC outlets, three RJ45 data ports, one HDMI port, and one passive USB connection concealed behind a hinged wood hatch. The base consists of three removable panel pedestals with access panels and levelers, plus two bridge units with internal tubular steel construction providing structural support and wire passage. A secondary U-shaped auxiliary table measuring 108" long by 54" wide by 36" high with a 24" deep work surface is also required, finished in matching walnut. Both pieces carry a minimum 10-year warranty. The procurement is justified under 10 U.S.C. 3204(a)(1) based on unique design specifications, architectural integration requirements, and the need to maintain uniformity with existing executive furnishings. Market research included internet searches, GSA schedule reviews, and historical buy analysis, with Hendricksen DC LLC, JSI/JASPER Seating Company, Inc., and Price Modern identified as interested sources. However, the government cancelled the previous competitive RFQ on June 15, 2026, revising its acquisition strategy to proceed with the sole source award. The justification is classified as a new requirement and indicates future acquisitions will utilize performance-based specifications, COTS solutions, and competitive vehicles including GSA Multiple Award Schedules and small business set-asides where feasible.

WASHINGTON, DC 20301-1155

ACQUISITION DIRECTORATE

WHS-2026- 2115-JA

JUSTIFICATION FOR

OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

UNDER FEDERAL ACQUISITION REGULATION FAR SUBPART 6.103

1. AGENCY AND CONTRACTING ACTIVITY: The Department of War, Washington Headquarters Services, Acquisition Directorate Enterprise Facilities and Construction Division Enterprise Facilities and Construction Division.

2. DESCRIPTION OF ACTION: This action requests the approval of a sole source firm fixed price purchase order to Officeworks Pennsylvania, Inc, in support of Washington Headquarters Services, Space Portfolio Division. provide and install furniture at 3D852 Rodman Conference Room.

Background and Operational Impact:

The Rodman Conference Room, located in Room 3D852, serves as a primary meeting and briefing facility, as well as the designated alternate executive conference space for the Department's most senior executive leadership when their primary conference suites are offline for maintenance, upgrades, or secure work. Because this facility routinely hosts top-tier officials, general/flag officers, and distinguished guests, it must maintain a premium, cohesive, and executive-level standard.

It is highly recommended to proceed with a sole-source award for this custom table.

Utilizing an alternate vendor or standard product would disrupt the mandated uniformity of the space, fail to support the integrated design requirements of the room, and ultimately fall short of the executive standards required for a primary meeting space used by the Department's senior leadership.

3. DESCRIPTION OF SUPPLIES/SERVICES:

The contractor shall design, provide and install furniture, expertise, labor, resources, transportation, and equipment necessary to furnish 3D852 Rodman Conference Room.

The requirement is for a highly customized conference table incorporating integrated electrical and connectivity components for installation within a recently renovated executive conference facility. The table must meet specific dimensional, functional, aesthetic, and integration requirements to support the operational needs of the facility and maintain consistency with existing executive furnishings.

4. AUTHORITY CITED: This action is authorized under provisions of 10 U.S.C.

3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

5. REASON FOR AUTHORITY CITED:

Procurement of this specific custom table is critical to the functionality and aesthetic standard of the Rodman Conference Room. A sole source approach is necessary for the following reasons:

Uniformity and Executive Standard: The custom table is an integral part of the comprehensive design for the entire Rodman Conference Room. Procuring a standard commercial-off-the-shelf (COTS) alternative from another vendor would compromise the uniformity of the space, creating a mismatched environment unsuitable for senior executive-level engagements.

Exact Design Specifications: The table must seamlessly integrate with the room's existing architectural layout, technological footprint (such as integrated A/V and secure communications routing), and specific physical dimensions. Only this customized solution meets the exact physical and aesthetic requirements necessary to complete the room's design parameters without requiring additional, costly modifications to the room itself.

6. EFFORTS TO OBTAIN COMPETITION: Conduct market research by posting a source sought on SAM.gov. Then evaluate the responses received to determine technical capabilities of the potential sources to determine acquisition strategy.

7. FAIR AND REASONABLE COST DETERMINATION: I hereby determine that the price anticipated for this contract action will be fair and reasonable. The techniques identified at FAR 15.404-1 will be used to ensure award will be at fair and reasonable prices. Certified Cost and Pricing Data is not required.

8. MARKET RESEARCH:

Internet Searches: An internet search engine was utilized to identify vendors. Market research revealed that the products in FPR are open product lines and there are many vendors that provide the required furniture.

GSA Schedules: A search of furniture manufacturer websites was utilized to survey GSA price lists for products listed in the FPR. The search identified that the products in the FPR have GSA price lists, and the products can be purchased through a local dealership.

Details on dealerships that carry this product lines were not searchable on the GSA eLibrary.

Historical buys: Reviewed previous buys of similar products.

9. OTHER FACTS: OfficeWork was the contractor that designed and installed a similar conference table for most senior executive leadership’s conference area.

10. INTERESTED SOURCES: During the market research phase, Hendricksen DC LLC, JSI / JASPER Seating Company, Inc. and Price Modern. The initial request for quote was sent to the recommended sources. However, The Government is formally cancelling the previous Request for Quote (RFQ) for the subject requirement on June 15, 2026.

However, after further review of the requirement, technical specifications, and delivery schedule, the Government has revised its acquisition strategy and will not be issuing a new competitive solicitation for this requirement.

11. ACTIONS TO INCREASE COMPETITION: Due to this procurement is for a single, custom-built conference table required to match the exact aesthetic, architectural, and integrated technological specifications of the Rodman Conference Room, it is considered a one-time acquisition. Therefore, it is not feasible to increase competition for this specific, immediate requirement without compromising the mandated uniformity and executive standard of space.

However, to foster and increase competition for future acquisitions, the requiring activity will take the following steps:

• Performance-Based Specifications: For future conference room modernizations or standard furniture replacements that do not require integration with existing custom designs, the Government will utilize performance-based specifications rather than design-specific or proprietary constraints.

• Market Research & COTS Utilization: The requiring activity will conduct market research during the acquisition planning phase of future projects to identify suitable Commercial-Off-The-Shelf (COTS) solutions.

• Competitive Vehicles: Future non-custom furniture requirements will be competed to the maximum extent practicable utilizing mandatory sources, GSA Multiple Award Schedules, and small business set-asides.

12. Is this acquisition for a non-competitive follow-on acquisition previously awarded on a non-competitive basis?

☐Yes. A copy of the previous justification is attached. The actions to remove any barriers to competition cited on the previous justification ☐ were ☐ were not completed

☐No. The original acquisition was conducted on a competitive basis.

☒Not Applicable. This is a new requirement.
