JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics

2. Description of Action: The VA Veterans Integrated Service Network (VISN) 8, Miami VA Health Care System (Bruce W. Carter VA Medical Center and William

The Miami VA Healthcare System is requesting a sole source firm-fixed price contract consisting of a 12-month base period with three(3) 12-month option periods for Minuteman Technology Services LLC, 100 Garden Street, Cambridge, MA 02138- 1418, to provide a unified digital wayfinding ecosystem that serves visitors, patients, and staff across two channels: interactive kiosks and mobile Blue Dot indoor meet Section 508 accessibility (Accessibility routing aligns to ADA/ABA scoping & technical provisions for accessible routes and signage), and avoid collection of Personal Healthcare Information. Blue Dot will launch with a staged/limited pilot in priority areas, while kiosks provide robust, text-first directions immediately. The contractor shall furnish all labor, materials, equipment, and project management necessary to develop an ADA compliant, standardized wayfinding system that aligns with VA branding and environmental standards.

3. Description of Supplies or Services: The requirement is for comprehensive wayfinding supplies and services, including the design, fabrication, and installation of interior and exterior signage, maps, directional markers, and related communication elements. These supplies and services support a standardized, ADA compliant wayfinding system across the facility(ies).

The intended use is to improve navigation for patients, visitors, and staff, reduce confusion, enhance the overall customer experience, and support efficient movement throughout the campus. The updated wayfinding system will ensure clear, consistent, and accessible directions, contributing to better operational flow and reduced staff time spent providing directions. The total estimated value of the proposed action is , including all option periods.

4. Statutory Authority: The statutory authority permitting other than full and open

Federal Acquisition Regulation (FAR) Overhaul VA deviation 6.103-5(b)(1). For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service- Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), see FAR 19.106-3 and VAAR 819.7008.

5. Rationale Supporting Use of Authority Cited Above: The proposed source for this acquisition is, MINUTEMAN, LLC 100 Garden Street, Cambridge Massachusetts 02138-1418. MINUTEMAN is a certified SDVOSB and is technically qualified for comprehensive wayfinding supplies and services, including the design, fabrication, and installation of interior and exterior signage, maps, directional markers, and related communication elements. In accordance with VAAR 819.7008(a), the anticipated award price of the contract (including options) will not exceed $5 million, the requirement will be synopsized and the required justification posted in accordance with FAR Part 5, the SDVOSB will be determined a responsible contractor with respect to performance prior to award and in the estimation of the Contracting Officer award can be made at a fair and reasonable price that offers best value to the Government.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. Consistent with the guidelines of the Veterans First Contracting Program, the proposed action described herein will be synopsized on the Contracting Opportunities Page in accordance with FAR Part 5.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.

8. Market Research: Market Research was conducted in 2026 through reviews of leading wayfinding providers, including vendors specializing in healthcare, transportation and large campus navigation systems. These reviews were conducted through gathering available public product information, technical spec sheets and reviews of conducted case studies to understand functionality, durability, accessibility and compliance with ADA and VA requirements. While multiple wayfinding solutions were identified, VA identified one SDVOSB provider that can determination that only one SDVOSB can meet the requirement is not required.

The VetCert SBA database was accessed on June 15, 2026. This search concluded that MINUTEMAN, LLC is registered and certified and qualifies as a SDVOSB in accordance with the federal small business size standard for the applicable North American Industry Classification System Code (cite NAICS code for the acquisition). It was verified on June 25, 2026 that MINUTEMAN, LLC is registered in the Central Contractor Registration database and is eligible to receive Government contracts.

9. Other Facts: The Contracting Officer has determined that this proposed action meets all the requirements of 38 U.S.C. 8127(c). This acquisition is below the $5,000,000.00 threshold, MINUTEMAN, LLC is a responsible SDVOSB for performance of the services described herein, and the proposed contract can be awarded at a fair and reasonable price.
