About this file

This document is a Justification for Other than Full and Open Competition for a Full Foodservice Prime Vendor contract for the Defense Logistics Agency (DLA) Troop Support in Northern Europe. The proposed bridge contract will be awarded to THEODOR WILLE INTERTRADE GMBH (TWI) for a 463-day period from September 11, 2025, through December 17, 2026, with an estimated contract value of $102,900,000 and a guaranteed minimum of $10,290,000.

The contract aims to provide perishable and semi-perishable subsistence supplies to authorized military customers in the Northern Europe Area of Responsibility. TWI is the only current food supplier with fully implemented STORES electronic catalogs tailored to DLA customers, government clearances, and base access. The contract is necessary to ensure continuous food service support during the transition to a new follow-on contract, as a competitive solicitation in January 2025 did not result in alternative sources. The military relies on this DLA Prime Vendor contract for all food service needs, and any interruption could constitute mission failure for DLA and impact military service members.
