About this file

This document is a Memorandum for Record regarding a sole-source justification for the repair of three Phantom high-speed cameras at Dugway Proving Ground (DPG). The Test Referee Branch at DPG requires the repair of a Phantom T1340, Phantom V711, and Phantom VEO 640 cameras, which are estimated to cost $17,900. Vision Research, Inc. is the exclusive manufacturer and sole source for repairing these proprietary, patented cameras due to the complexity and specialized nature of the equipment. Brand continuity is critical to maintain standard operating procedures and field/lab operations. Market research confirmed no other vendors can provide the required repairs or meet the unique performance specifications of the Phantom cameras. Repair is determined to be more cost-effective than purchasing replacement cameras. The contracting officer has approved this sole-source justification, subject to availability of funds.

5. Reasons for Authority Cited:

The Test Referee Branch of the Test & Evaluation Division (TED) at Dugway Proving Grounds (DPG) has three high-speed cameras that are non-functional and in need of repair. The units include a model Phantom T1340, Phantom V711 and Phantom VEO

640. All three cameras are routinely used to support field testing of kinetic/energetic

Apr 2021 events involving projectiles and Unmanned Aircraft Systems (UAS). Vision Research Inc. is the exclusive manufacturer for Phantom cameras and is the only one that can do the repairs due to the complexity and proprietary nature of the equipment.

DPG uses only Vision Research, Inc. Phantom high-speed cameras and currently has multiple high-speed units all of which are Phantom cameras. In addition, Phantom Camera Control software is the standard interface DPG uses for all current high-speed cameras. Brand continuity is important in maintaining standard operating and analysis procedures along with consistency in field and lab operations. Use of alternate cameras and interfaces would require multiple setup, connection, and Standard Operating Procedures (SOPs) all of which would incur additional costs.

The repair of the Phantom high-speed cameras will extend the capabilities of the WDTC while meeting the demands of the higher resolution requirements for testing. The three Phantom high-speed cameras require return to the manufacturer, Vision Research Inc., for repair prior to return to service.

Impact if Phantom Cameras are not repaired: The impact of not repairing any one of the three cameras includes possible replacement of the camera, which would incur a significant additional cost. Moreover, Phantom high-speed cameras would need to be purchased to avoid software and hardware compatibility issues. Optical triggering and operating software developed by TED specifically for the Phantom camera interface has been deployed site-wide and is currently supported.

Performance Specifications: Phantom cameras have higher resolution and higher frame rates than other camera systems. Proper testing documentation requires ultra-high frame rates at high resolution and other brands cannot match the performance of the Phantom brand.

Cost Impact: Repair of Phantom high-speed cameras is more cost-effective than replacement, with estimates of repair less than $10k per camera. Replacement of the Phantom model cameras is estimated at approximately $118k. The purchase of new lenses and other accessories, not including cameras, would incur an additional cost.

Time/labor Impact: With the cameras inoperable, alternatives must be sought and utilized until repair is completed. The potential of delay in testing due to insufficient means to document outcomes is also a risk. The ability to stay within budgetary guidelines and available funding could prevent immediate replacement of the camera units and further contribute to time-consuming delays.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the $ threshold, apply and will be followed, or do not apply due to an exception at 5.202

7. Market Research: Market research conducted between 11 July 2024 and 24 July 2024 by KS. Product not found on Ability One or Unicor (Federal Prison Industries).

Product and manufacturer found on GSA, however manufacturer confirmed that services are not part of their current GSA schedule. Research included previous Government acquisition searches on SAM.gov, FPDS, prior PCF cabinets and an extensive internet search of Phantom high-speed camera models. Vision Research Inc designs and manufactures Phantom High Speed Digital Imaging Cameras. These cameras consist of patented features including high-performance complementary metal-oxide semiconductors (CMOS) imager, support hardware and firmware. Other cameras do not currently match the salient characteristics in Phantom Cameras and cannot be modified to meet those characteristics. Repair is a significantly less cost than replacement, which would also involve overhaul of software, software interface, and hardware.

8. Other Facts: Vision Research Inc. owns the full proprietary right to the Phantom cameras and designated accessories. Phantom cameras are commercially available, but proprietary. In the US, Vision Research Inc. sells these cameras directly to their customers. Initial procurement action where cameras were acquired was sole source.

Servicing for Phantom cameras is provided directly by the manufacturer, Vision Research Inc.

9. Technical/Requirements Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
