About this file
This is a Justification and Approval Memorandum for Record documenting a new commercial procurement by Army Contracting Command-Redstone Arsenal (ACC-RSA) on behalf of the U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA). The contracting officer is Lisa S. Armes, and the requirement is for one (1) Lab Standard Microphone System model or equivalent to replace three damaged 4180/4160 microphones that serve as calibration standards for the Acoustics Laboratory. The procurement falls under PSC 5965 (Headsets, Handsets, Microphones and Speakers), NAICS Code 334310, with an estimated total dollar value of $42,085.00 using FY 2026 and OMA funds. Delivery is required to Building 5435 Fowler Road, Redstone Arsenal, AL 35898, with the requiring activity point of contact being Robbie Campbell at 256-876-9757.
The required Lab Standard Microphone System specifications include a 4180-PTO 1/2" calibration condenser microphone with corresponding primary DPLA calibration covering 10Hz to 25 kHz, a 4160-PTO 1" laboratory standard pressure microphone with 200V polarization and primary DPLA calibration covering 2Hz to 10kHz per IEC 61094-2:2009/AMD1:2022, a coaxial cable with BNC connectors rated to 85°C, and shipping. Market research conducted March 26 through April 2, 2026, identified three interested sources: PB&J Partners (small business), Silver State Medical Supply LLC (small business), and Hottinger Bruel & Kjaer Inc. (large business). The procurement uses a single-source justification under 10 USC 3304(a)(1) and FAR 6.103-1(d), citing the specialized nature of laboratory-grade microphones and the critical need to prevent shutdown of the accredited acoustics laboratory where reciprocity calibration requires three microphones of identical specifications.

Lisa S. Armes, Contracting Officer
SUBJECT: Justification and Approval of Lab Standard Microphone System
1. Description of Action: New Purchase. Commercial item. PSC: 5965, Headsets, Handsets, Microphones and Speakers; NAICS Code 334310, Audio and Video Equipment Manufacturing; Business Size: 750 Employees; Total Est Dollar Value:
$42,085.00 FY 2026 and OMA Funds.
2. Description of Supplies: The U.S. Army Test, Measurement and Diagnostic Equipment Activity (USATA) have a requirement to procure one (1) Lab Standard Microphone System model or equivalent that will be a suitable replacement for the 4180/4160 Microphones are the main standard for the Acoustics Lab. Three standards have been lost due to damage. Reciprocity calibration requires three microphones of the same model to function appropriately. APSL needs to replace these standards to prevent a potential shutdown of the acoustics laboratory. All accredited parameters within the acoustics lab are tied to these laboratory grade Microphones. The Lab Standard Microphone System shall include the following specifications or equivalent (if not brand name):
• 4180—PTO 1/2" Calibration Condenser Microphone, laboratory standard.
• ET-2014-W-002- Primary DPLA Microphone Calibration 1/3 octave frequencies 10Hz to 25 kHz for type 4180
• 4160—PTO 1" Laboratory Standard Pressure Microphone, 200V Polarization.
• ET-2014-W-001-Primary DPLA Microphone Calibration 1/3 octave frequencies 2Hz to 10kHz for type 4160. Results calculated according to IEC 61094-
2:2009/AMD1:2022
• AO-0087-D-012- Cable, coax single screen, BNC (M) to BNC (M), 1,2m (4.0ft), max.+85°C (185°F)
• Shipping
3. Authority Cited: In accordance with 10 United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.103-1(d): use of brand-name descriptions, or specification of attributes peculiar to one manufacturer, prevents full and open competition.
4. Reason for Authority Cited: A lab standard microphone system model or equivalent will be a suitable replacement for the 4180/4160 Microphones.

6. Market Research Techniques Used: Market research was conducted by USATA technicians March 26, 2026 to April 02, 2026 IAW FAR 10.001. The following techniques were used:
Engage knowledgeable people (government and industry) in specific markets:
Ricardo Gutierrez, Engineer, Redstone Arsenal Donald Boggs, Physicist, APSL, Redstone Arsenal
Seek feedback via formal requests for information, sources sought synopses, and draft PWS/SOW/SOO statements in Contract Opportunities on SAM.gov and, when appropriate, technical or scientific journals, as well as business publications:
A sources sought was posted on Sam.gov by the ACC-RSA on behalf of USATA under “PANRSA-26-P-0000-033738” ID and one (1) vendor has reached out to inquire about providing this product.
Perform web searches:
A web search was conducted on the Small Business Dynamic Search website that was conducted from April 16, 2026, to search for any small businesses that could match the criteria that are needed to meet this mission. Using the NAICS code 334310, we located over 3,662 vendors matching that code. To narrow the search, we utilized “Lab Standard Microphone System” as a keyword and found zero vendors unable to provide this product.
Conducted market surveys to obtain information from potential sources:
USATA Engineers obtained information outside of the request for information from the ACC-RSA and located one source (see supplier list) with the ability to provide the Lab Standard Microphone System.
