Justification Review Document for Other Than Full and Open Competition

This document is a Justification and Approval for sole-source procurement of a 24-month enterprise software license for Mitsubishi Electric Iconics Digital Solutions (MEIDS) Genesis 64 software application and its associated SupportWorX support plan. The requiring activity is Washington Headquarters Services (WHS), Arlington, VA, and the contracting activity is the U.S. Army Corps of Engineers (USACE) Huntsville Engineering and Support Center. The software supports the Facility Related Control System (FRCS), a mission-critical building automation system responsible for monitoring and controlling heating, ventilation, and air conditioning (HVAC) systems across the facility. The total estimated contract value is $786,450.00, with an anticipated award date on or before June 19, 2026. The procurement utilizes NAICS code 541512 – Computer Systems Design Services and will be funded using Fiscal Year 2025 Revolving Funds.

The justification cites RFO 6.103-1 (only one responsible source and no other supplies or services will satisfy agency requirements) as the authority for sole-source award. The Government determined that Genesis 64 is highly specialized proprietary software available only from MEIDS, with no viable alternatives identified through extensive market research, including CHESS, NASA's SEWP, and internet searches. Key justifications include substantial cost duplication ($47.5M+ sunk investment in system integration and development), loss of cybersecurity authority to operate (requiring one-year minimum re-authorization period), and degradation of operational readiness due to extensive staff training specifically on this platform. Previous competitive procurements for the initial Genesis 64 transition (Task Orders W912DY20F0510 and W912DY20F0470) utilized full and open competition with 19 UMCS V contractors. The document includes certifications from technical, requirements, and contracting personnel confirming accuracy of supporting data and fair and reasonable pricing determination based on historical costs and cost-price analysis.

1. Requiring Activity: Washington Headquarters Services (WHS),

2. Contracting Activity: U.S. Army Corps of Engineers (USACE), Huntsville Engineering and Support

Center (CEHNC); located at 300 Secure Gateway SW, Redstone Arsenal, AL 35808.

3. Description of Action: Approval is requested to issue a solicitation and subsequent firm-fixed-price Purchase Order for an enterprise Genesis 64 software application and its associated SupportWorX software support plan from Mitsubishi Electric Iconics Digital Solutions (MEIDS). This software is a mission-critical requirement for the Facilities Operations Service Directorate (FOSD) to maintain the Facility Related Control System (FRCS). The total estimated value for this 24-month enterprise software license is The Government anticipates an award on or before 19 June 2026. The North American Industry Classification System (NAICS) code for this acquisition is 541512 – Computer Systems Design Services. This requirement will be funded using Fiscal Year (FY) 2025 Revolving Funds.

4. Description of Supplies/Services: The Contractor shall provide a 24-month enterprise software license for the Genesis 64 software application and its associated SupportWorx software support plan. Iconics Genesis 64 is Commercial Off-The-Shelf (COTS) software used by WHS in its control systems for monitoring, controlling, trending, and graphical representation of the heating, ventilation, and air conditioning (HVAC) systems and equipment. It is a key component for maintaining and improving the efficiency of the HVAC systems at .

Iconics Genesis 64 Functions:

Provide 3D graphical renderings of HVAC equipment, fans, pumps, sensors, and dampers with animation of air and water flow.

Allow changes to the programs, user defined data point manipulation, and addition of new components.

Plot trends, status, and data points from all systems integrated.

5. Authority Cited: RFO 6.103-1– Only one responsible source and no other supplies or services will satisfy agency requirements.

6. Reason for Authority Cited: In accordance with RFO 6.103-1, the Genesis 64 software and associated SupportWorX plan are deemed highly specialized. Award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition, as well as unacceptable delays in fulfilling the agency’s requirements.

a) Background & Justification: The Facility-Related Control System (FRCS) is a mission-essential system responsible for the operation, monitoring, and maintenance of building automation and utility services across the . This complex integration of industrial control systems is critical to ensuring the availability, resiliency, and efficiency of the heating, ventilation, and air conditioning (HVAC) systems and other core facility services. The Facilities Operations Service Directorate (FOSD) has officially standardized its FRCS operations on the Genesis 64 software platform, a Commercial Off-The-Shelf (COTS) solution developed by Mitsubishi Electric Iconics Digital Solutions (MEIDS). Genesis 64 operates as the core user interface for the FRCS, delivering visual representation and control of all HVAC equipment, advanced monitoring, data analytics, and the precise programming of control system components.

In 2016, a strategic transition was initiated to move the from a restrictive, proprietary legacy system preceding task orders to the UMCS V unrestricted pool of contractors, which consisted of 13 large businesses and 6 small businesses

3. Authority previously cited if less than full and open competition was used: N/A. Full and open competition was used for the previous two task order awards.

4. If any prior contract action for this requirement was accomplished using full and open competition, include a detailed explanation of the changed circumstances causing this action to now limit the sources: The transition to Genesis 64 was accomplished using full and open competition. This is the first contract action that requires a sole source justification to maintain a previously installed building automation system for the reasons described in paragraph 6.

5. An explanation of any unusual patterns that may be revealed by the history, e.g., several consecutive, urgent buys: There have been no unusual patterns revealed by this acquisition’s history.

6. An explanation of protests received, if applicable, and actions taken in response to the protest: No protests have been received for these actions.

b) Other Facts. None.
