About this file
This document is a Sole Source (Including Brand Name) Justification for Simplified Procedures for Certain Commercial Items, prepared by the 6th Contracting Squadron at MacDill Air Force Base. The document seeks to procure bi-annual maintenance for two C30 Capstone Micro Turbines and related components located inside the High-Altitude Electromagnetic Pulse (HEMP) Shelter. The maintenance will be performed twice annually by E-Finity Distributed Generation, the sole authorized distributor for Capstone Turbine equipment in the Mid-Atlantic and Southeastern United States.
The maintenance scope includes comprehensive system checks such as general cleaning, fuel system component inspection, leak checks, software verification and updates, electrical component assessments, and air filter inspections. E-Finity will provide one replacement engine and electronic filter annually, along with full service reports detailing work completed and system status. The contract justifies the sole source selection based on E-Finity being the only authorized service provider with factory-authorized components, and market research confirming no alternative vendors in the region can fulfill the specific maintenance requirements for these specialized micro turbines.
