About this file

This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for Commercial Products and Services for purchase request 52000PR260001456, valued at $35,000.00 and falling below the Simplified Acquisition Threshold (SAT).

The Coast Guard is procuring services for an unplanned dry-dock and repairs to USCGC HOLLYHOCK WLB 225, specifically for removal and reinstallation of controllable pitch propeller (CPP) system components to conduct an overhaul of the main reduction gear. The work item, identified as D-010 Main Reduction Gear Overhaul, requires an OEM-authorized Technical Representative from Rolls Royce Marine North America Inc. (UEI: HLVBPCA2LH41; CAGE Code 07309) valued at $35,000.00. Services include providing manufacturer proprietary information, software, and tools; supervising proper repair methods; dismantling and reconnecting the oil distribution box; protecting CPP equipment; reassembling the system with hydraulic oil refilling; verifying effectiveness through sea trial testing; and ensuring the Tech Rep holds OEM certification. The justification for sole-source procurement is based on Brand Name restrictions, as Rolls Royce Marine North America Inc. retains proprietary ownership of technical data, software/hardware updates, and special tools necessary for the work and has declined to release this data to the Coast Guard. The contracting officer determined fair and reasonable pricing using market research, comparison of proposed price with previous purchases, and comparison with similar items in related industries. Signatures from the Technical and Requirements Point of Contact (Johnson.Sydney.Sheldon Morgan, dated 2026.07.21) and Contracting Officer (Mason.Joel.Jermaine Aine, dated 2026.07.21) are included.

☐ Only One Source Is Available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).

☒ Brand Name - Items peculiar to one manufacturer: The particular brand name, product, or feature is essential to the Government’s requirements, and market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs

BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

This requirement is for a work item in an unplanned dry-dock and repairs for USCGC HOLLYHOCK WLB 225 , consisting of the ship yard to remove and reinstall components of the controllable pitch propeller (CPP) system to conduct an overhaul of the main reduction gear, under the supervision of Origin Equipment Manufacturer (OEM) Technical Representative. The Table 1 Work Items enables the vessel’s main propulsion system to move and maneuver during restricted movement operations in complex spaces including transit, mooring and buoy tending operations. OEM software, parts, testing equipment and services are necessary for this requirement. Rolls Royce Marine North America Inc. is the OEM. The OEM owns the data & design rights to manufacture, supply, and conduct work on the parts required. Equipment is located on a critical system. Failure to use the OEM could result in the improper removal and reinstallation of the CPP system which will cause improper maneuverability of the vessel’s propulsion system. The Table 1 Work Items requires a contractor to provide the services of an OEM authorized/ licensed Tech Rep from Rolls Royce Marine North America Inc. to accomplish the following on site:

- Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system.

- Assist with proper repair methods and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system.

- Dismantle and disconnect the oil distribution box and associated tubing to support drifting the propulsion shafting

- Ensure the protection of delicate CPP related equipment between dismantling and reassembling CPP system

- Reassemble CPP system, to include refiling hydraulic oil reservoir, and restore it to fully mission capable status

- Verify effectiveness of reassemble/recertification during sea trial testing

- Ensure the Tech Rep is an OEM Certified Representative for the system/equipment stated above and demonstrated on their résumé.

RATIONALE FOR JUSTIFICATION TYPE SELECTED ABOVE TO INCLUDE RELEVANT INFORMATION GAINED

THROUGH YOUR MARKET RESEARCH TO SUPPORT THE JUSTIFICATION TYPE:

Since Rolls Royce Marine North America Inc. continues to retain the proprietary ownership of the technical data necessary for Manufacturing, software/hardware updates, special tools & replacement of the Work Items for the CGC HOLLYHOCK WLB 225 and has declined to release the data to the Coast Guard, the Coast Guard anticipates that it may be difficult to obtain competition in future procurements. However, the Coast Guard will continue to seek access to the technical data sufficient to enable competition https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12#FAR_12_102 https://www.acquisition.gov/far-overhaul/far-part-deviation-guide/far-overhaul-part-12#FAR_12_102
