3. REQUIREMENTS
3.1 General.
3.1.1 CIR. The Contractor must submit a CIR for the inspections listed in the following paragraph(s):
• 3.3 (CPP inspection).
3.1.2 Tech Rep.
Not applicable.
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance
21 (Rev-0)
3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.1.5 Competent personnel. Only competent, trained, qualified, and experienced personnel who are familiar with naval propeller critical geometries and characteristics must perform or supervise CPP cleaning operations and conduct visual technical inspection.
3.2 CPP Cleaning. The Contractor must thoroughly clean the Cutter’s controllable pitch propeller or propellers depicted in CG TP-3524 to remove all marine growth and fouling.
3.2.1 The Contractor must ensure cleaning and inspection must be performed as soon after dry-docking as practical (not to exceed 24 hours) and prior to any other related Controllable Pitch Propeller work is performed. Cleaning is not to be confused with polishing which is not the subject of this specification.
3.2.2 The Contractor must ensure CPP cleaning must not result in damage to or the removal of blade or hub material. The following methods are acceptable for cleaning installed CPPs and fairwater caps in drydock and are listed in order of precedence.
3.2.2.1 Hydroblasting (high pressure water jet cleaning) may be used on all CPP and fairwater surfaces.
For best results, perform hydroblasting immediately after drydocking and before marine growth has dried.
At NO TIME must hydroblasting on CPP or fairwater cap surfaces exceed 10,000 pounds per square inch.
Do not direct the water jet directly into blade seal cavities since this may cause undesirable water and/or contaminant intrusion into the CPP’s internals.
3.2.2.2 Hand cleaning, including scraping and wire brushing is more effective if performed prior to drying of marine growth. Use hard plastic or wood scraper or soft bronze or brass wire brushes to clean all CPP surfaces. DO NOT use metallic scrapers or scrapers impregnated with abrasive material. Scraping and wire brushing must be performed by hand and not powered. The final cleaning operation of CPP edges
(within 3 inches of the edges and tips) must be cleaned by hand with plastic surface conditioning material
(e.g. Scotch-Brite “greenies” or equivalent).
3.2.2.3 Powered cleaning methods with surface conditioning discs must only be used on CPP surfaces of minimal curvature and must not be used within 6 inches of blade edges, tips, cusps, fillets (excluding hub to blade interface) or other sensitive areas. Powered surface conditioning discs must only be utilized by experienced personnel who are familiar with navy propeller critical geometries and characteristics. The use of powered nylon or plastic brushes is acceptable for cleaning edges and tips, provided proper care is taken to avoid removal of metal. When cleaning the outer periphery of the CPP blades, the brushes and disks must be kept flat on the surface. Do not attempt to round the edges of the propeller blade with brushes and disks.
3.3 CPP Inspection. After cleaning, the Contractor must perform a visual technical inspection of all external CPP components. Submit A CIR.
3.3.1 The Contractor must visually inspect and record the condition of all CPP surfaces including blades
(suction and pressure sides) , fillet areas, edges and tips, blade palms and hub noting defects and damage such as: nicks, dents, bends, cracks, curling, flat spots, ridges, surface finish, grooves, gouges, pitting, porosity, cavitation, erosion, waviness, and roughness.
