About this file
This is a Department of Veterans Affairs Decision Document for Restricting Competition under FAR 12.102(a) for a commercial acquisition valued at $136,500.00. The document justifies a single-source procurement for the removal, disposal, manufacturing, delivery, and installation of a new chilled water coil at the Richard L. Roudebush VA Medical Center in Indianapolis, Indiana. The Network Contracting Office (NCO) 10, located in Cincinnati, Ohio, is executing this acquisition.
The justification for restricting competition centers on the urgent operational need to restore cooling to the Surgical Intensive Care Unit (SICU), which has been closed and diverted patients to other areas. The existing cooling coil's air side is blocked with debris that in-house personnel have been unable to remove through multiple cleaning attempts. The resulting airside pressure drop prevents sufficient airflow to maintain required comfort and pressure conditions. Market research was conducted using the SBA's Small Business Search database with NAICS code 333415, identifying 15 Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) firms. However, due to the urgent nature of the requirement, additional market research was not completed. Contracting Officer Luke A. Turner approved the purchase in accordance with FAR 12.102(a) on September 16, 2026, certifying the justification as accurate and complete.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Removal and disposal of the existing chilled water coil. Manufacturing, delivery and installation of the new chilled water coil.
The total estimated value of this action is $136,500.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The current cooling coil that has the air side blocked due to debris. There have been several attempts made by in-house personnel to clean the coil, but all efforts have been unsuccessful. The airside pressure drops across the coil prevents sufficient airflow so that comfort and pressure requirements cannot be maintained. This specific AHU serves the SICU. Until the chilled water coil is replaced, the
SCIU has been closed and patients diverted to other areas.
4. Description of market research conducted and results or statement why it was not conducted:
The SBA’s Small Business Search data was queried using NAICS code 333415. Located 15
