About this file

This is a Justification and Approval (J&A) for a single-source, sole-source contract award under other than full and open competition authority.

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a firm-fixed-price contract with a base year plus four option years to Conflict Kinetics (CK) of Reston, Virginia for virtual firearm training programs and associated software licenses and technical support. The contracting activity is NAVSUP FLC San Diego (Code 200), with the requiring activity being Commander, Naval Surface Forces U.S. Pacific Fleet (CNSP). The procurement will be conducted under FAA Part 12 (Acquisition of Commercial Products and Commercial Services). The contract will provide tactical firearm synthetic trainers, software license agreements, technical support, weapons maintenance stations, simulator compressed air charging stations, and synthetic weapons and magazines to enable Navy units to develop and certify firearm qualifications prior to live-fire drills. The estimated total contract value is not specified in the document, with the base year to be funded with FY26 O&M funds.

The J&A justifies sole-source procurement based on five minimum technical requirements established by CNSP that only CK can meet: (1) 1:1 weight/recoil/balance ratio between simulator guns and real weapons; (2) 95% system uptime with minimal Navy technician/supply requirements; (3) judgment-based engagement training (JET) scenarios tailored to Navy-specific maritime threats; (4) dynamic content customization and threat adaptation capabilities; and (5) longitudinal data tracking with predictive readiness analytics capable of forecasting live-fire qualification success with greater than 95% accuracy. Market research identified four competitors (Inveris Training Solutions, FAAC/MILO, Laser Shot, and VirTra), all of which were determined to lack the required advanced data collection, predictive modeling, or maintenance framework capabilities. A notice of intent to sole source was posted to SAM.gov on May 7, 2026 for seven days with no responses received. The Contracting Officer determined the anticipated cost to be fair and reasonable.
