About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition for a sole-source federal contract.
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a firm-fixed-price sole-source contract to Conflict Kinetics (CK), located in Reston, Virginia, for virtual firearm training programs, software licenses, and technical support. The procurement is conducted under FAR Part 12 for commercial products and services, with statutory authority derived from 41 U.S.C. 1901 Simplified Acquisition Procedures. The contract will provide tactical firearm synthetic trainers, software license agreements, technical support, weapons maintenance stations, simulator compressed air charging stations, synthetic weapons, and magazines to support the Commander, Naval Surface Forces U.S. Pacific Fleet (CNSP). The base year will be funded with FY26 O&M,N funds, with a base plus four option years structure; the total estimated value is redacted in the document.
The justification establishes that CK is the sole vendor capable of meeting five minimum requirements: (1) 1:1 weight/recoil/balance ratio between simulator and real weapons; (2) 95% system uptime with minimal Navy technician/supply requirements; (3) Judgment-Based Engagement Training (JET) tailored to Navy-specific maritime threats; (4) dynamic content customization and threat adaptation capabilities; and (5) longitudinal data tracking and predictive readiness analytics with greater than 95% accuracy for forecasting live-fire qualification success. Market research identified four competitors—Inveris Training Solutions, FAAC/MILO, Laser Shot, and VirTra—but determined each lacks critical capabilities necessary for Navy Anti-Terrorism/Force Protection readiness standards. A notice of intent to sole source was posted to SAM.gov on May 7, 2026, for seven days with no responses received. The document includes certifications from the Requirements Cognizance, Legal Sufficiency Review, Contracting Officer, and Competition Advocate.
