About this file

This is a Performance Work Statement (PWS) for a Weapons Synthetic Training System (WSTS) contract supporting the Naval Surface Force Pacific (COMNAVSURFPAC) for LCSRON ONE located in San Diego, California. The primary objective is to establish a comprehensive synthetic marksmanship training system that enables sailors to develop and maintain proficiency in small arms weapons handling and employment while reducing live ammunition expenditures. The WSTS must support sustainment training and certification for armed watch standers on the M18 pistol, 5.56mm rifle, M240 light machine gun (7.62mm), and M2 heavy machine gun (.50 caliber), while enabling rapid deployment of fleet-wide standardization updates such as CAT III and IV combat qualification courses.

The contractor shall provide a complete turnkey solution including human performance optimization software, hardware (cameras, projectors, servers, cables), and synthetic weapons systems at Technology Readiness Level 9 and Manufacturing Readiness Level 10, currently in use at Department of Defense and international training facilities. The contract requires deployment across three government facilities in San Diego with full-time onsite support and 24/7 remote technical assistance. The system must support training volumes from individual sailors to 15-20 trainees simultaneously and up to 60 trainees daily, with configurable FlatWall and TeamTrainer systems featuring integrated biometrics, over 2,500 customizable drills, wireless capabilities, and advanced ballistic modeling for engagement distances from 1.5 to 600 meters. The contractor must provide 15 synthetic rifles, 30 synthetic pistols, 2 M240s, and 2 M2HB weapons during the base year, plus ongoing maintenance with minimum 85% system uptime (95% during scheduled training) and repair or replacement of faulty parts at no charge. The period of performance runs from September 30, 2026 through September 29, 2027 (base year), with four one-year option years extending through 2031. Technical support personnel must possess U.S. citizenship, current Navy Small Arms Marksmanship Instructor certification or DoD equivalent, and fluency in English.

9 July 26 Performance Work Statement Weapons Synthetic Training System For

LCSRON ONE

1.0 Introduction.

1.1 Commander, Naval Surface Force, Pacific (COMNAVSURFPAC) is responsible for manning, training and equipping over 94 warships and fleet support units. Surface Force cruisers, destroyers, and littoral combat ships maintain constant readiness to engage enemy land targets, aircraft, ships, and submarines. Surface Force amphibious ships, with embarked U.S. Marines, project Sea Power ashore with helicopters, amphibious track vehicles, air cushion landing craft, and assault craft.

1.2. COMNAVSURFPAC is responsible to ensure sailors are able to perform critical Anti-Terrorism/Force Protection (AT/FP). The Ship Security Forces (SSF) onboard these ships require weapons qualifications and semi-annual sustainment qualification training in accordance with (IAW) OPNAVINST 3591.1G (Small Arms Training and Qualifications) to perform the mission. OPNAVINST 35911G encourages the use of simulator systems for virtual firearm training to be used to develop and certify team firearm proficiency and individual firearm qualifications prior to live fire drills.

1.3. A Weapons Synthetic Training System is essential to sustaining small arms weapons training and maintaining certifications required to conduct force protection functions of warships in port and shore based units.

2.0 Mission. COMNAVSURFPAC is responsible for manning, training, and equipping the Pacific Surface Force to enable prompt and sustained combat operations at-sea and to project power ashore. Enabling this mission requires Surface Force sailors to maintain proficiency in the use of small arms to provide force protection of units in port.

3.0 Objectives

3.1. Establish a Weapons Synthetic Training System (WSTS) that enables sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA.

3.2. The WSTS must support sustainment training and certification for armed watch standers on the following weapons: M18 pistol, Rifle (5.56mm), light, and heavy machine guns (7.62mm & .50 Cal).

3.3. The WSTS will significantly reduce cost of conducting training and certification through significant reduction in expenditure of live ammunition.

3.4. The WSTS will be capable of quickly rolling out new fleet-wide standardization (e.g., CAT III) or enhancement in training capabilities without the risk of resources or capability constraints that may be present for each location.

8.1.2. Each single FlatWall™ panel/license - One to five shooters at a time, 15 to 25 sailors in group: supports small arms M4A1, M18, M240 and .50 Cal synthetic weapons, capable of fully integrated biometrics, a customizable drill library consisting of over 2,500 unique drills based on human performance methodologies. One FlatWall™ panel license shall be 12’ wide and 7’6” high.

8.1.3 3 panels/licenses TeamTrainer™ - One to fifteen shooters at a time, 45 to 60 sailors in group: supports small arms M4A1, M18, M240 and .50 Cal synthetic weapons, capable of fully integrated biometrics, a customizable drill library consisting of over 2,500 unique drills based on human performance methodologies.

8.1.4. Specific characteristics are to deliver a Human Performance Optimization system specializing in small arms simulation. Virtual Simulation focuses on “simulating” an environment or task, such as synthetic marksmanship. 8.1.4.5. The system must have the ability to be zeroed for individual shooters on their assigned weapons. This is a training tool to ensure the shooter knows how to effectively sight in a rifle without the cost of ammunition and manpower requirements at a live-fire range.

8.1.4.6. Data is stored in a central database where any drill and any user or group of users can access their trend performance data, the type of targets they shot, how many decisions were made, and what kind of decisions were made, decision latency, the firing positions they shot from, distance from center of the shot and hits, misses, kills, penalties and many other customizable data points.

8.1.4.7. System must have ready for range algorithms. When a qualification is entered into the system, an algorithm will forecast when a shooter is ready to qualify on the live-fire range.

8.1.4.8. The system must be able to combine different drills with different scoring types to create one overall ranking. This ranking can be seen in the center of the training platform on the leaderboard.

8.1.4.9. Must be able to provide cognitive drills and data collection to allow for improved decision fidelity, while decreasing decision latency, thus increasing the decisive advantage, delivering human performance lethality reporting.
