About this file
This is a Justification and Approval (J&A) document for an Other Than Full and Open Competition (OTFAOC) procurement by the Defense Logistics Agency (DLA) Contracting Services Office in Philadelphia.
DLA Information Operations (J6) Software Asset Management is procuring brand-name specific ChemTracker software licensing to support the tracking and management of chemicals for the DLA Product Test Center. The estimated total cost is $38,459.04, with the base year (July 1, 2026–June 30, 2027) to be funded with $9,192.75 in FY26 funds. The contract includes a 12-month base year and three 12-month options extending through June 30, 2030. The justification for OTFAOC procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1 is based on the determination that only SciShield can provide ChemTracker software licensing due to its proprietary nature and unique functionality. No competitor products exist that meet the Government's requirements or are compatible with the existing ChemTracker licenses owned by DLA. Market research confirmed no functional replacement products are available, and historical procurement records over the past five years show only one offeror capable of providing the required software. Fair and reasonable pricing will be determined using price analysis techniques including comparison of proposed prices, competitive published price lists, and market research data. The single identified interested source is SciShield, located in Boston, MA, with contact Lisa Fealy at l.fealy@scisure.com or (800) 939-7238.

JUSTIFICATION FOR AN OTHER THAN FULL AND OPEN
COMPETITION (OTFAOC)
Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12 and FAR Part 15)
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY:

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS, INCLUDING AN ESTIMATED DOLLAR AMOUNT:

CUI | Source Selection Sensitive Information – See FAR 2.101 & 3.104
7. DETERMINATION OF FAIR AND REASONABLE COST:
As the Contracting Officer, I hereby determine that pricing will be fair and reasonable based on pricing analysis in accordance with FAR 15.404-1. It is anticipated that the Government will use various price analysis techniques including, but not limited to: 1) comparison of proposed prices received in response to the solicitation (FAR 15.404-l(b)(2)(i)); 2) comparison with competitive published price lists (FAR 15.404-l(a)(2)(iv)); and 3) comparison of proposed prices within prices obtained through market research of the same or similar items (FAR l 5.404- l(b)(2)(vi)) in order to obtain a fair and reasonable price. The contracting officer will determine prices fair and reasonable prior to award using price history, IGCE, and published price lists (if available).
8. MARKET RESEARCH:
Based on current market research, it has been determined that only ChemTracker software can fully satisfy the Government’s requirements. No competitor’s functional replacement products or services exist in the market currently meet the Government's needs. The Government will continue to conduct market research to determine if there are changes in the marketplace that would enable future competitive actions, e.g., if there are similar products and/or product support in the marketplace that provides the same functionality, if the original equipment manufacturer releases ownership rights of product, or if it is economically feasible to procure a new system.
Currently, the required ChemTracker software is the only product capable of meeting the Government’s needs. However, DLA continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government. DLA uses a variety of vendors, manufacturers, and contracts/orders to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition to the maximum extent practicable.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN
COMPETITION:
Historical procurement records show only one offeror being able to provide ChemTracker licensing over the last 5 years.
