About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI document) approving a brand-name restriction to the Vindicator V6 platform for a service contract.

The 354th Security Forces Squadron at Eielson Air Force Base, Alaska, requires a firm-fixed-price service contract for comprehensive baseline assessment, inventory, and engineering design to support modernization and expansion of the Intrusion Detection System (IDS) and Access Control System (ACS) infrastructure. The resulting Installation Design Plan must incorporate Vindicator V6 appliances, workstations, and software manufactured by Honeywell. The contract is valued under $10M and will be synopsized on SAM.gov in accordance with Federal Acquisition Regulation Part 5. While the design solution is restricted to the Vindicator brand due to existing proprietary head-end architecture at the Base Defense Operations Center that is not interoperable with competing platforms, the solicitation for engineering services will be competed among authorized Vindicator Value-Added Resellers and engineering firms capable of providing the service. The restriction is justified to ensure life-safety, PL-3 asset protection, and compliance with DAFI 31-101, preventing fragmented security posture and critical interoperability failures. Market research identified multiple small businesses capable of designing Vindicator architectures, and the Vindicator system is approved on the Nuclear Configuration Management Database. The justification was approved by the Contracting Officer on July 14, 2026, and supported by Technical and Requirements Personnel on May 4, 2026.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: PACAF Contracting Activity: 354th Contracting Squadron (354 CONS), Eielson AFB, AK.

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This is a Brand Name Justification to restrict the engineering design, system blueprints, and resulting Bill of Materials (BOM) to the Vindicator V6 platform (manufactured by Honeywell) for a new firm-fixed-price service contract.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The 354th Security Forces Squadron (SFS) requires a service contract for a comprehensive baseline assessment, inventory, and engineering design to support the modernization and expansion of the Intrusion Detection System (IDS) and Access Control System (ACS) infrastructure at Eielson AFB. The resulting Installation Design Plan (IDP) must incorporate Vindicator V6 appliances, workstations, and software.

Estimated Value:

IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

RFO 12.201-1 Simplified Procedures, 41 U.S.C. 1901

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

Eielson AFB's Base Defense Operations Center (BDOC) and Alternate BDOC currently utilize proprietary Vindicator (Honeywell) head-end architecture. These systems are not interoperable with platforms outside of the Honeywell portfolio.

To ensure life-safety, PL-3 asset protection, and compliance with DAFI 31-101, all new alarms, access control points, and perimeter sensors installed across the base must seamlessly report back to this existing BDOC infrastructure. Engineering a design based on a competing platform would result in a fragmented security posture, require duplicative head-end workstations, and create critical interoperability failures between the BDOC and Geographically Separated Units (GSUs).

Therefore, the design services must be restricted to engineering a Vindicator V6 solution.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market research was conducted via Small Business Search and vendor outreach, identifying multiple Small Businesses capable of designing Vindicator architectures. Furthermore, the Vindicator system is listed on the Nuclear Configuration Management Database (CMD) Equipment Approval for procurement and sustainment, verifying its authorization for use in DoW restricted areas.

A notice of proposed contract action will be synopsized on SAM.gov in accordance with RFO Part 5. While the design solution is restricted to the Vindicator brand, the solicitation for the engineering services will be competed among authorized Vindicator Value-Added Resellers (VARs) and engineering firms capable of providing the service. A listing of sources that express interest will be documented following the SAM.gov synopsis.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

Replacing the existing BDOC head-end architecture prior to its end-of-lifecycle to accommodate a non-Vindicator design would result in an estimated duplicated cost to the Government of This duplicated cost is not expected to be recovered through competition of a brand-agnostic system.

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

The 354 SFS and 354 CS will continue to monitor the commercial marketplace for open-architecture IDS solutions that are certified by the Department of the Air Force. When the current Vindicator head-end reaches its absolute end-of-life, the Government will evaluate replacing the entire ecosystem with a fully competitive, brand-agnostic system.
