About this file
This is a Questions and Answers document for federal contract opportunity FA500426RA001 IDS Expansion Scoping.
The document addresses a single inquiry regarding Organizational Conflict of Interest (OCI) restrictions under FAR Subpart 9.5 for the design contract performer. The question specifically asked whether performing this design/Integrated Design Process (IDP) effort—which requires delivery of an executable blueprint and finalized Bill of Materials for a full system overhaul in FY27—would create OCI restrictions or exclusions preventing the contractor from competing on the follow-on FY27 installation/execution contract. The Contracting Officer's response clarifies that no such restriction will apply. The design contract performer will deliver the executable blueprint and finalized Bill of Materials upon completion, and these deliverables will be provided to all offerors during the solicitation phase of the follow-on FY27 installation requirement, thereby preventing the design contractor from being excluded from competition. For additional inquiries, offerors are directed to contact A1C Liam K. McEndree at liam.mcendree@us.af.mil. The document is signed by Ronald T. Greig, SSgt, USAF, Contracting Officer.

Questions and Answers - FA500426RA001 IDS Expansion Scoping
QUESTION: PWS Section 1.1 states that the contractor performing this design/IDP effort will deliver an executable blueprint and finalized Bill of Materials "required to execute the full system overhaul in FY27." Could you clarify whether performance on this design contract will create any Organizational Conflict of Interest (OCI) restriction under FAR Subpart 9.5 — such as a mitigation plan requirement or an exclusion — on the awardee's ability to compete for the follow-on FY27 installation/execution contract?
ANSWER: The performer of this design contract will provide the executable blueprint and finalized Bill of Materials after the design requirement is completed, which will then be provided to all offerors during the solicitation phase of the follow-on FY27 installation requirement preventing the performer from being excluded from competition.
For any inquiries regarding this matter, please contact A1C Liam K. McEndree via email at liam.mcendree@us.af.mil.
