About this file
This justification and approval document outlines the rationale for awarding a sole source contract for maintenance and repair services required for the USNS APACHE (T-ATF 172) mid-term availability. The document identifies twenty-eight work items requiring original equipment manufacturers or authorized representatives due to the critical and specialized nature of the equipment, including main engines, governors, automation and propulsion control systems, radars, gyrocompasses, firefighting and safety systems. Proprietary technical data, expertise, warranties, and access to genuine parts necessitate OEM performance of the services. The solicitation was posted to provide public notice and opportunity for potential OEM-authorized vendors to submit proposals by the stated deadline. The contracting officer will determine fair and reasonable pricing. The justification cites the unique needs, capabilities, and data requirements of the specialized equipment in support of the sole source award.
