About this file
This Justification and Approval (JA) document details a six-month contract extension for the Transportation Security Administration's (TSA) AskTSA customer engagement subscription with Carahsoft Technology Corp. The extension will run from September 1, 2025, through February 28, 2026, with a total value of $48,112.60, increasing the overall contract value to $301,903.60. The service allows customers to contact AskTSA through text messaging on iOS and Android devices, with approximately 1.5 million queries processed annually. Currently, about 50% of AskTSA queries are received via text message, providing real-time support for travelers' airport security checkpoint questions.
The contract is being extended using a sole-source justification, as Carahsoft is the only authorized reseller capable of fulfilling the requirements without service disruption. The Program Management Office (PMO) is developing a competitive follow-on contract, with an estimated solicitation release on December 5, 2025, and a target award date of December 31, 2025. The extension prevents a service gap and maintains a critical communication tool that helps strengthen national security by reducing passengers' unintentional security violations and minimizing on-site inquiries to TSA officers. The contractor has also provided a significant discount, reducing the production support rate by approximately 50% for this extension period.

The team comprises several TSA employees, each with a diverse background of TSA experience. The team is available to answer questions from 8 a.m. to 6 p.m. ET, 7 days a week including holidays. AskTSA has shown a 40 - 44% increase in usership per year since inception and the average response time is two minutes.
Since COVID, there has been over a 100% increase in inquires over previous years.
The service allows the AskTSA team to engage in real-time with the public and be able to answer their questions regarding screening procedures with the goal of improving the
The texting method of communication is one many travelers prefer to use without the requirement to download an additional mobile app or log into their social media account. Currently, about 50% of all AskTSA queries are received via text message.
That represents about 1.5M queries a year. Since going live in 2019, AskTSA has become the premier customer service platform travelers use to get quick answers to common questions about the airport security checkpoint.

acquisition requires use of the authority cited.
The Program Office (PMO) developed a performance work statement for the competitive follow-on; however, department-level approval and funding are still pending. The use of other than full and open competition is necessary to prevent a gap in service resulting from this delay. The six-month extension would begin on September 1, 2025, through February 28, 2026, supporting the continuation of services until approval and funding are made available.
If this modification is not approved, AskTSA will lose a valuable tool to communicate with the traveling public which strengthens national security by measurably reducing passengers' unintentional security violations at airport checkpoints and minimizing on-the-spot inquiries to officers, allowing TSA to devote more attention to screening for higher-risk and/or deliberate threats to air travel safety.
Carahsoft Technology Corp, incumbent, is the only contractor capable of fulfilling the requirements without a disruption of service because it takes approximately 60 days to migrate our short code to the new service provider.
7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential Sources as is Practicable.
When department-level approval and funding are available, the TSA will compete the follow-on contract among NASA SEWP contract holders or GSA Schedule holders who are FedRAMP compliant. The TSA estimates the solicitation release for the competitive follow-on on or about December 5, 2025, with a target award date of December 31, 2025, to ensure an adequate transition period.
8. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable.
The anticipated pricing from Carahsoft Technology Corp, is based on current contract pricing which has already been determined to be fair and reasonable. Moreover, the contractor provided a significant discount (approximately 50%) on the production support rate for the 6-month extension. The rate is now $377.78 which is a cost saving of approximately $2,234.00 for this option period.
