PART I—THE SCHEDULE
SECTION C—DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C-1 PROJECT DESCRIPTION AND LOCATION
(a) Description of Work.
Base Bid. Road Reconditioning of 15.7 miles in the Pisgah Ranger District. Work Includes the blading and shaping the existing traveled way and shoulders, including turnouts, to produce a uniform surface, consistent to grade, and crowned or cross-sloped as indicated in existing surface to design specifications. Maintain ditches, including lead-off ditches, by removing rock, soil, wood and other materials. Maintain ditches to achieve proper drainage. Clean drainage structures, inlets, catch basins and outlets. materials away from inlet and outlets. 5520 tons of ABC spot surfacing. 316 feet of pipe replacement.
(b) Project Location
The project site is located on the Pisgah Ranger District of the Pisgah National Forest – see attached map for each road location.
(c) Base Price Range. $250,000 - $1,000,000
(d) Pre-bid Tour. Yes, to be held on May 30, 2024.
(e) Pre-bid Conference. Yes, to be held on May 30, 2024. Pisgah Ranger Station, 1600 Pisgah Hwy.

(f) Start Work. It is estimated that once the contract is awarded, a notice to proceed will be issued and then work can begin immediately.
(g) Period of Performance. Contract is to be completed within 180 days after notice to proceed.
(h) Safety Plan. A written and approved safety plan in accordance with applicable regulations such as
FARS, OSHA, etc. is required prior to commencement of project work. The Safety Plan is also part of the criteria in evaluation of responsive bidders. Contractor shall provide adequate safety briefings and ensure safe practices are followed from all personnel involved in the project. Emergency contact numbers shall be readily available on site.
(i) Submittals. Contractor is responsible for and shall submit, at a minimum and at addressed times, the stone gravel tickets if any associated with the work.
(j) Permits. The Forest Service will obtain the necessary stream preservation permits for this project if required and the contractor is responsible for adhering to the stipulations of these permits.
C-2 SPECIFICATIONS
This project makes use of Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP-14) U.S. Customary Units. FP-14 is included by reference only and can be found on the internet at the following website: https://flh.fhwa.dot.gov/resources/specs/
C-3 FOREST SERVICE SUPPLEMENTAL SPECIFICATIONS
Attached to the contract are the Performance Based Specifications for Forest Service road maintenance Contracts.
