Grand Island Staircase GAOA Project 1 Statement of Work

Grand Island Staircase Great American Outdoor Act (GAOA) Project

Statement of Work

This is a solicitation for the procurement of construction services to complete the Grand Island Staircase (s) Great American Outdoor Act project located on the west side of Grand Island National Recreation Area in Munising, MI. This project has a performance period of June 1, 2024, to September 30, 2024. Grand Island National Recreation Area is the largest island on the southern shore of Lake Superior at 13, 500 acres and boasts over 35 miles of picturesque shoreline, 2 historic lighthouses, wildlife, 21 designated campsites, four-day use areas, white sand beaches, and over 50 miles of hiking/biking trails. Grand Island is a part of the Hiawatha National Forest and managed by the U.S. Forest Service under the Department of Agriculture.

The staircases included in this project have been out of commission since 2017 due to high water levels and storm damage from an October storm. This project will include the removal of two staircases, converting these staircases to viewing platforms, and the repair of disturbed areas at Waterfall Beach and Mather Beach. The work will also include the removal of the existing staircase, the installation of a new staircase with an aluminum section that can be raised during the offseason, shoreline stabilization, and construction of drainage swales at the Hemlock location.

Proposed tree removals during this time will take longer, will be reviewed by Forest Service staff, and may not be permitted to occur.

5. Protection of Public Safety: The island will remain open to the public during the work. The contractor is responsible for all measures necessary to protect the public from hazards resulting from work under this contract. The Forest Service will take the necessary precautions and share any public messaging needed to inform the public of impacts associated with this project including but not limited to campsite closures, and re-routing of the Grand Island interpretive bus tour. 12. Equipment cleaning: Equipment to be used for the duration of this project should be cleaned and dried thoroughly to ensure non-native invasive species are not introduced to the island.
