Location The subject trail is located on the Uwharrie National Forest, northwest of Troy, North Carolina.

Scope of Work and Design Criteria

Work to be performed Work includes existing trail maintenance, new trail construction (relocation of existing trail segment), hardened drainage crossing construction (shell rock with pressure-treated timber retainers), and gate/fence construction (option bid items).

Specifications All trail maintenance, new trail, and structure construction required under this contract must be done in accordance with Standard Specifications for Construction of Trails and Trail Bridges on Forest Service Projects (10/30/2014), NFsNC Trail IDIQ contract documents, Forest Service agency standards, Trail Log and Project Drawings.

Trail Maintenance Perform trail maintenance for the trail length as specified in the Trail Log and Schedule of Items. Trail maintenance shall include, but not be limited to, existing tread restoration (de-berming, out-sloping, drainage maintenance, hazard tree removal, brush cutting, trail obliteration, etc.). All work outlined in the trail log for which there is no separate pay item shall be incidental to Trail Maintenance.

Grading operations shall be conducted as required to remove ruts, potholes, and corrugations, remove berm, and out-slope or crown trail tread to drain, as the terrain dictates. All suitable dislodged material shall be smoothly redistributed over the entire traveled way and firmly packed. The trail shall be graded to establish cross-slope or crown and provide positive drainage. Mud-holes shall be drained & filled with suitable material, compacted, and graded to drain.

Suitable soils have migrated from the original trail and are often found within the disturbed trail corridor (e.g., in drainage ways & trail-side berms). Reclaim, conserve, and use all suitable on-site material from maintenance and construction operations for specified work. Suitable on-site material shall include soil that is free of duff with a recognizable granular structure, having the same character as the trail surface and rock that can be accommodated in the trail structure. The trail shall be de-bermed, drainage ways shall be cleared and these suitable soils shall be ‘pulled in’ and used in trail tread grading and for the construction of rolling grade dip ramps.

Frequent hardened rolling grade dips with lead-off ditches are required. At numerous locations, the trail log states “add grade dip”; this statement refers to the repair, re-construction and/or construction of grade dips and associated lead-off ditches. When specified in the trail log, harden grade dip ramps with rock. Rock for

Morgan Trail Maintenance & Relocation November 2022 Page 2 hardening rolling grade dip ramps shall be imported shell rock available at Causey Construction in Asheboro NC (336-736-9725) or equal.

A minimum of 50 grade dips per mile is required. To achieve positive drainage on some sections of trail, berm punch-throughs with new grade dips and lead-off ditches may be required. The term ‘grade dip’ is synonymous with the term ‘drain dip’. All existing grade dips will need to be cleaned, repaired or re-constructed and new grade dips will need to be added. When out-sloping, installing and/or rebuilding drainage structures, assure drainage from the entire width of trail.

Suitable moisture content (MC) for trail grading shall be within the range of five percent (5%) to fifteen percent (15%) by weight. Unless authorized, no grading may be performed while the moisture content is outside this range.

Below 5% MC, the trail bed visually appears to contain little, if any, moisture. Heavy dusting is present.

Wetting precipitation has not occurred in the recent past. Unacceptable results below 5% MC would be indicated by extreme powdering and dusting.

Above 15% MC, the trail bed appears over-saturated, contains standing water, or may be rutting slightly.

Recent heavy precipitation has occurred. Unacceptable results above 15% MC would indicate clumping, rutting and inability to spread material.

Unacceptable results below 5% and above 15% MC would indicate inability to obtain maximum compaction of material.

No grading or other maintenance operations shall be performed during periods of freeze/thaw or when the ground is frozen.

Compaction of trail bed and associated earthwork within the trail, (e.g., grade dips) shall be performed with the material moisture content suitable for optimum compaction. The entire width of the trail shall be uniformly and thoroughly compacted. Complete compaction is obtained when no noticeable displacement of material is observed.

When properly compacted, the entire trail width shall be smooth and dressed to produce a uniform cross-slope with a surface free of hollows, depressions, and projections. The entire trail tread width shall hold together under normal use.

Acceptable results of grading operations shall be a trail bed that is firm, smooth, and finished to width and provides positive drainage from trail tread, without berms or undercutting at shoulders. No roots or rocks (exceeding maximum obstacle height as specified in design criteria) shall be protruding from the graded surface. Roots that exceed obstacle height shall be covered with suitable soil.

Abandoned Trail Obliteration A 0.2 mile section of the existing trail is to be relocated, and the abandoned trail “obliterated” to discourage continued use. The abandoned section of trail shall be blocked using brush, rocks, logs, or any other material along the trail appropriate for use in this manner. Obliteration shall be done for the full-width of the trail, and for a distance of 100 linear feet on each end at a minimum. Acceptable results of obliteration shall be a closed trail that is no longer noticeable or accessible to users from any point, including locations along the new, relocated trail. Additional brushing in may be required to achieve this result. Do not cross

Danger Tree Removal The Contractor shall remove trees and snags that are broken off or that are in a leaning, unstable position over the trail-way. Standing dead and danger trees within the clearing area and within 15 ft. of either side of the trail centerline shall be removed (i.e., a 30 ft. wide corridor centered on the trail centerline).

New Trail Construction (Relocation) Construct new 4 ft. wide full-bench, outsloped, side-hill trail as flagged. Pink flagging along centerline with 50’ corridor for varying. Do not disturb area flagged in white ribbon.

New trail construction includes clearing, grubbing, grading and compaction, drainage installation, smooth transitions to existing trail, etc. All work required to construct 4 ft. wide Class 3 pack and saddle/biking/hiking trail meeting Forest Service Standards is included.

Meander trail tread as necessary to drain. Install frequent grade reversals, grade dips and lead-off ditches to build sustainable, well-drained tread.

Transition grade smoothly to match existing trails on both ends where new trail connects to existing trail.

Preferred maximum grade of new trail shall be 10%. Allowable maximum grade for short runs (less than 50 LF continuous) shall be 15%.

Hardened Drainage Crossing with Retainers Where called for in trail log, harden the trail tread at approaches to drainage crossings with rock encased in 6” x 6” pressure-treated timber retainers. Harden grade dip ramps shell rock, where called for in the trail log. Before installing hardened tread surfacing, remove organic materials, grade, shape and compact mineral soil as required. All imported material must be approved by COR prior to placement.

Rock for hardening retained drainage crossing approaches (and rolling grade dip ramps) shall be imported shell rock available at Causey Construction in Asheboro NC (336-736-9725) or equal.

Erosion Prevention and Sedimentation Control All work shall be performed and maintained to prevent erosion and sediment migration to area waters and habitats. If the work creates potential for soil erosion or silt migration, the contractor will be responsible for implementing best management practices prior to soil disturbance (e.g., installing silt fence, straw bales or other suitable containment).

Prior to grading activities, remove and stockpile duff. After grading activities are complete, naturalize the trail corridor by scattering the saved duff on and alongside the newly restored trail (on any disturbed or scattered soils). The intent is for the duff to naturalize the newly restored trailway and to provide erosion prevention. Do not create a berm with the duff. Do not place materials in stream channels, drainage-ways, ditches, culvert inlets, or other locations where they would prevent the free flow of water away from the trail tread.

Barricade (Gate & Fence) Construction – See Project Drawings The task order includes two option bid items for a horse-friendly gate and an accessible kissing fence at Sta. 90+00. The purpose of this gate and fence is to prevent motorized vehicles (motorbikes, ATVs, etc.)

from accessing the trail while allowing horses to access the trail by stepping over the gate, and allowing bikers, pedestrians (with strollers, etc.) to access the trail by going through the kissing fence.

Access Access may be an issue for certain types of equipment. It is the Bidder’s responsibility to view the project trail to assess the full range of construction needs, analyze access points, constraints, and the logistics of transporting imported materials.

Additionally, Contractors shall:

• Review the project site on the ground prior to submitting a bid.

• Lay out and flag dip locations, structures, and hazard trees. The Forest Service COR shall approve lay out and hazard tree felling prior to ground disturbing work or tree felling.

• Post temporary trail closure signs when work includes use of heavy equipment, felling trees, or poses a safety risk to users.

• If notified, stop work on all or certain sections of the project due to weather conditions, evidence of archeological sites or sensitive species.

Order of Precedence Any inconsistency in this solicitation or contract shall be resolved by giving precedence in the following order:

Morgan Trail (TR-718) work begins at the intersection with Burl Tree Way Trail (TR-717) about 100 LF from NFSR-576 (Moccasin Creek Rd). This location is marked with signage (see attached map).

The trail log and trail maintenance work begins at this intersection. Station distances were measured with a surveyor’s wheel. The new trail (relocation) section centerline was flagged with pink flagging. The new trail location can depart from the flag-line when necessary to optimize drainage, within a 100 ft. corridor (i.e., 50 ft. to either side of the flag-line). 100 ft. corridor. Morgan Trail crosses OHV trails and are coincident to those OHV trails in several places for a total distance of 53 LF. These OHV trail segments are “no work” sections therefore this length has been subtracted from the total maintenance length line item.

Design Criteria The trail is native surface classified as a Trail Class 3 Pack & Saddle (Horse) trail. Hiking and bicycling are allowed uses. Typically, travel way widths on the maintenance sections of trail shall be perpetuated as existing (i.e., no need to narrow down the existing trail to design width) unless otherwise noted. The specified cross slope must be maintained over the entire trail width such that positive drainage exists from all sections of trail tread, regardless of width.

Design Tread Width – 4 ft.

Design Cross Slope – 5% Brush Cutting Height - 10 ft.

Brush Cutting Width – 8 ft.

Maximum Obstacle Height – 6 inches

The trail log is for reference purposes and illustrates some of the items of work to be accomplished. The intent of the logs is to give a general description of the trail. The trail log does not identify every work item. For example, some items of work, such as grade dip locations are specifically called out in the trail log, however not all locations where such items are required have been called out. There will be other locations where such work items will be required. Refer to the IDIQ contract instructions and specifications.

The Contractor shall visit the project site and view the work on the ground prior to submitting a bid. A detailed trail assessment log follows.

Install / construct gate and fence to block unauthorized vehicular access and allow horses, bikes, hikers.

All clearing, grubbing, tree felling/removal, and grading required for installation/construction of the gate and fence shall be incidental to those pay items.

After gate/fence construction, continue tread & drainage work on descent to natural rocky ford.

End work at ford. Note: the Intersection with Berner Trail (TR-721) is on the other side of rocky ford.
