Purpose: The purpose of this amendment is to:

A. Clarify the previous requirement of contractor "headquarters" being required to be located in one of the following five states: North Carolina, South Carolina, Georgia, Tennessee or Virginia.

This requirement is now changed to: "Contractors are required to be headquartered and/or have a satellite office in one of the following five states: North Carolina, South Carolina, Georgia, Tennessee, Virgina or neighboring states."

Morgan Trail Relocation & Maintenance Project

(“Seed” Task Order for the NFsNC 2023 Trial IDIQ)

Notes & Questions from Pre-Bid Site meeting from 08/29/2023 @ 10 am

1. Question: Bonding requirements for the Morgan Trail “seed” Task Order?

Answer: Due to the anticipated amount, only a payment bond (SF-25A form) is anticipated at this time.

2. Reference: Discussion at pre-bid site visit: “all work invoices for the Morgan Trail project need to be completed / submitted NLT 11/30/2023 (as funding expires on 12/3/23).

Question: Because of the deadline for the funding expiration, how soon after the bids are submitted on 9/13/23 would the awardee get the contract and Notice to Proceed?

Answer: The award would be made as-soon-as-possible, but not later than 9/30/23.

The winning offer / offeror would need to return the signed 1442 and provide bonding before the NTP (notice to proceed) will be issued. Ten (10) business days are typically the norm for issuance of the NTP, but we would like to greatly improve upon that with this task order.

3. Question: Which type of shell, the “standard” shell or the “crushed” shell rock to be used.

Answer: Crushed Shell Rock for Morgan Trail Contract. The smaller size for this non-motorized trail is more appropriate.

4. Question: What type of site does the white flagging mark (Pre-bid site visit question / on location).

Answer: Sensitive archaeological site entry within the “white flagged” area and entry is forbidden. (Do not collect / keep any items found in /around such marked areas).

5. Question: Could the trails close while doing the work and remain closed on weekends to limit damage in-between inspections?

Answer: If requested by the contractor and if necessary to improve / meet the delivery deadline. Prior notice to Forest Service personnel required to allow time to notate /place entrance signage and on related website.

6. Question: Is a base bid and option bid required to be considered?

Answer: Yes, both base & options offers are required – complete the SOI (schedule of items).

7. Question: In the Trail Log the description of “Abandoned Trail Obliteration” is confusing term—please explain?

Answer: No grading (excavation, re-contouring, etc.) is called for in arch. area This is addressed on Page 15 of trail log. “Block existing trail (to be abandoned) by brushing in / obliterating 100 LF minimum, full width on both ends…” In this case, the word ‘obliterate’ does not include any ground disturbance. Bid as described in the Trail Log.

8. Question: The width for removing the danger trees was 30 ft on either side of the trail, not 15 ft on either side of the trail?

Answer: the width in total is 30 ft wide corridor centered on the trail centerline so it would be 15 ft on either side of the trail needed to remove the Danger Trees. Correct, a total of 30 ft. centered on trial.

9. Question: There are a couple of typos in the Trail Log:

Answer: Yes, ---“shale rock” equals “shell rock”.

10.Question: At the culvert in the ditch line of FSR 553 – Dutch John Road where Morgan Trail would cross the road north of the Dutch John Trailhead – How far up the hill from the culvert intake would you want the ditch realigned and dug out to lead to new culvert? Also, how deep would you want the culver to be set into this ditch line and then have a minimum of 1 ft of cover over the culvert?

Answer: About 50’ – grade to drain. Hump over with cover. Install culvert to drain ditch. Bid the project as shown on the Schedule of Items. Revisions to the type / size of this culvert pipe are possible, post-award.

11.Question: At station 88+61 to 89+20 the trail log said to “Avoid white flagged areas”, but we did not see any white flagging there.

Answer: Archaeologist said they would flag this area before the contract starts. If not flagged, limit grading work to the existing disturbed trail prism (i.e., no new lead-off ditches).

12.Question: Is there a specified size for the tubing used in the Horse friendly gate; main structure and bracing members?

Answer: 3-inch diam. nominal.

13.Question: Is there a specified size for the post tubes and latch housing?

Answer: 6-inch diam. nominal and 9-inch diam. nominal, respectively.
