Springs Valley Recreation Area Dam Improvement

I. Statement of Work

The project is located on the Tell City Ranger District of the Hoosier National Forest in Orange County. Springs Valley Lake (AKA Tucker Lake) is located along Co Rd 650 W, 2 miles East of SR- 145 following Base Line Road.

The project consists of armoring Springs Valley Lake dam. The work consists of placing rip rap along the face of the dam at the waterline. The project area has an access road that runs along the edge of the tree line. The access has been hardened with aggregate. The top of the dam which is part of the trail system has also had the trail hardened with aggregate. The project has two optional work Items that will be awarded based on available funding at the time of the project award.

Springs Valley Lake:

I. Base Item- consist of minor reshaping of existing riprap material along the water edge and adding additional rip rap to armor the bank. The work area will have 1500 tons of 18” Rip Rap. The work area is 870’ +/- in length with the width of 30’ see exhibit for details. The contractor will need to rework some of the existing material to allow for placement of the rip rap. The contractor will be required to move the riprap to the project area and install/place without causing damage to the dam structure. The project work may require the use of smaller transport vehicles or off-road trucks to move the material. The project area may have some minor trees or brush that will need to be removed prior to placing the riprap material. The small trees and limbs can be chipped on site and spread over the grassed area in a manor to not degrade the existing grassed area (no wood chip piles) or removed from the project area (if the quantity is small it could be disposed of onsite). The project area will not have geo-textile fabric added as the area already has riprap and large stones along the face of the dam. Prior to starting the work the Forest Service will stake the locations of the rip rap to ensure the proper limits of work.

II. The project will have minor aggregate spread over the riprap around the inlet structure.

The area to be covered will be 50’ in length by 40’ in width. The area will have 40 tons of #1 aggregate placed over the riprap to fill voids and allow for access to the inlet structure. This work will take place after the rip rap has been placed and approved by the COR. The FS will mark the locations for the #1 aggregate.

III. The contractor will be required to maintain and repair the access road to the top of the dam. The work includes maintaining the road template and ensuring it will drain properly. The FS has included 40 tons of #53 aggregate to repair any damage caused to the access route.

IV. The top of the dam has been considered an access for transporting the rip rap material.

The contactor will need to do work to the top of the dam after completing the work, the top of the dam may need minor reshaping if used to transport riprap material. The top of the dam will be shaped to drain with a “crowned cross-section” and match the original elevations. The aggregate on the top of the dam will be pulled back to a uniform width of 8’ and shaped to drain. The contractor will add 40 tons of #73 aggregate to the top of the dam for repairs along the trail section. The location of the aggregate will be determined at the time of repair and placed in locations that are needed and agreed upon by the COR. The aggregate for the trail will have a required maximum width of 8’ and a maximum thickness of 3”. Disturbed areas outside this footprint will be required to be seeded and mulched.

V. Optional Work Item 1- The optional Work Item consist of adding an additional 300 tons of Rip Rap to the projects Base Item for improved coverage of the work area. The contractor will be required to move the riprap to the project area and install/place without causing damage to the dam structure. The project work may require the use of smaller transport vehicles or off-road trucks to move the material.

VI. Optional Work Item 1- will include an additional 20 tons of #53 aggregate to repair any damage caused to the access route. The contractor will be required to maintain and repair the access road to the top of the dam. The work includes maintaining the road template and ensuring it will drain properly.

VII. Optional Work Item 1- will include an additional 20 tons of #73 aggregate to the top of the dam for repairs to the trial. This work item will follow the requirements as described in the base work item.

VIII. Optional Work Item 2- The optional Work Item consist of adding an additional 300 tons of Rip Rap to the projects Base Item for improved coverage of the work area. The contractor will be required to move the riprap to the project area and install/place without causing damage to the dam structure. The project work may require the use of smaller transport vehicles or off-road trucks to move the material.

Reference the attached exhibit to identify the work area.

The work items for this project may require the contactor to stockpile the Rip Rap for the project. All the disturbed areas will be reshaped back to match the existing grades, removing all rip rap/aggregate material and graded to prevent standing water. If the area is lowered fill material will be required to level the stockpile area. The stockpile area will also be worked to remove excess compaction caused by the loading and truck traffic. The contractor may request the option of removing a section or two the guard rail for easier access to the project area. If the contractor makes this request, it would be the contractor’s responsibility to remove and reinstall the guardrails to original locations. The contractor would also be responsible for securing the project area. The contractor will be required to Seed and Mulch all disturbed areas with Kentucky 31 fescue around the dam structure or Hoosier Seed Mix in areas outside the dam structure the Forest Service will identify the location for the different seed mixes.

Project Restrictions:

I. The contractor will be allowed to transport material across the top of the dam, with the limitations that if the top of the dam structure is too wet and/or gets damaged excessively the contractor may be required to stop work and reshape the structure to prevent further damage to the structure or until the ground condition improves. The COR will determine at what point the work can resume.

II. The contractor will be required to install construction signs when work activities begin to warn the public. Work timeframes will be limited to Monday thru Friday. The contractor may need to work with the FS on temporary trail closures if needed during the project. Temporary closures require approval and notice to the Public.

III. The dam has an Early Warning System (EWS) located on it. The main unit located on the top of the dam above the inlet structure it has cables running underground to the inlet structure. The unit needs to be protected and not disturbed. When working around the inlet structure you need to be aware and not unearth the cable for the unit.

Pre-Bid Meeting:

A formal pre-bid meeting is planned to be held on XXXX XX, 2021 at project location.

Contractors are encouraged to attend the meeting so questions can be addressed. Questions can also be emailed to jlharrison@fs.fed.us.

Mobilization:

Mobilization will not be a separate line item it will be included in the Base Item Line 1.
