Statement of Work for Rev. H Testing and Validation of Non-Proprietary Forced Entry (FE) Resistant Designs
Background The Department’s Bureau of Diplomatic Security, Research and Development Branch (DS/PSD/RD) is interested in evaluating various non-proprietary forced entry resistant physical security designs under the current Department of State forced entry (FE) testing standard, SD- STD-01.01 Revision H: Certification Standard for Ballistic and Forced Entry Resistance for Building Systems (pub. 2020/2024), provided here as Annex A, for consideration for inclusion in the forthcoming version of the Department of State Physical Security Handbook aka “the Red Book.”
Terms Vertical orientation – installed perpendicular to grade, like a wall Horizontal orientation – installed parallel to grade, like a platform Attack side – the face of the test article that is closest to the test team during FE testing Protected side – the back side of the test article during FE testing Rev. H – STD-01.01 Revision H State Dept. Certification Standard for FE/BR (pub. 2020/2024) Dissimilar area – a unique area of a design which requires separate FE testing before the design can be awarded an FE rating level – examples of dissimilar areas are: center of panel, corner, seam, or joint
Qualifying out – if a weaker configuration successfully passes FE testing at a dissimilar area, FE testing of that area on a similar but stronger configuration may be waived – mark as “QO”
Testing The goal of this testing effort is to conduct SD-STD-01.01 Revision H FE testing of various grille and partition designs. The intent is to test each dissimilar portion of each design. The performer shall fabricate test samples, schedule testing, and conduct testing in accordance with Rev. H, Table 1 (and Table 2 if applicable), and Annex B. The basis of design for the test articles can be found in Annex B and Table 1/2 provides modification guidance.
Test Articles Fabrication Drawings The performer shall develop fabrication drawings for test articles based upon the information in Table 1 (and Table 2 if applicable) and Annex B: Basis of Design and work collaboratively with DS/PSD/RD. Performer’s drawings shall be submitted to DS/PSD/RD at least 30 business days prior to any scheduled testing per Rev. H § 1.9.2.a and 2.7.1. DS/PSD/RD must approve performer’s fabrication drawings prior to fabrication of the test articles.
Fabrication The test articles to be included in this effort are shown in Table 1. Table 2 shows an option for additional test article fabrication and testing. It is performers’ responsibility to evaluate whether fabricating more than one test article per design is necessary to conduct separate FE

evaluations of each dissimilar area. Construction practices shall replicate common construction practices in the field (e.g., tying rebar at every other intersection instead of at every intersection). Test articles shall arrive at the testing facility at least 5 business days prior to testing per Rev. H §1.9.2.b.
Material If a test article is made of concrete, then its strength shall be measured and recorded in accordance with ASTM C39 / C39M-24: Std. Test Method for Compressive Strength of Cylindrical Concrete Specimens at the time of testing and be included with the final report. The concrete strength shall be within the range of 3,100-4,000 psi. If the concrete’s strength is not within this range, then that shall be cause for DS/PSD/RD to reject test articles and require fabricating new articles. Reinforcing steel shall be minimum 60 ksi. Mild steel shall be Grade 50.
Confinement Test articles shall be bounded on four sides to replicate confinement. The confinement shall be equal to the test article’s depth (thickness). As an example, a 6”-thick test article would be surrounded by a steel channel with a 6” channel width.
Bottom/Side connections For FE attacks on a test article’s connection to the floor or to a sidewall, test setup should mimic the performance of a real-world situation and be in good condition. For example, expansion anchors should not be placed in overly worn locations in floor/wall substrate for connection attacks. For partitions bottom connections shall simulate a continuous connection that expands beyond the attackers concentrated attack. Example: if a 6’wide by 8’ tall partition is being tested the bottom connection should extend ~4’ past the attackers’ concentrated attack test area on either side to simulate on continuous wall fully integrated into a building, or the bottom connection is secured to the test frame, etc.
Test Set Up Text Fixture The test articles shall be mounted in a test fixture which is constructed so that its resistance to deformation and distortion is greater than the resistance of the test article specimen.
Installation Orientation See Terms above for installation orientation for Table 1 (and Table 2 if applicable).
Screening Screening partitions shall be used where applicable to obstruct the attackers’ view of the protected side of test articles during testing. The method and material used to create screening partitions is the responsibility of the performer. An example of screening using plywood in the vertical orientation is shown in Figure 1.

Test Plan The performer shall submit a formal test plan to DS/PSD/RD at least 10 business days prior to testing in accordance with Rev. H § 2.2.1.b. The test plan shall include testing of each dissimilar area of the designs in accordance with Rev. H § 3.3.2.b tested to the desired Rev. H testing level.
Where Table 1/2 Rev. H Testing Level column and Annex B conflict each other, the information in Table 1/2 (incl. Testing Level, Installation Orientation, and Modifications columns) shall be used. DS/PSD/RD will review the test plan. Testing shall not commence until DS/PSD/RD has approved the test plan. The test plan shall include the sequence in which performer intends to conduct FE testing of the test articles and dissimilar areas.
Conducting Testing DS/PSP/RD shall witness testing and resolve any controversies or questions during testing in accordance with Rev. H § 2.7. Follow the approved test plan. Record all the data and information necessary for the Test Report (see Test Report section below) and in accordance with Rev. H.
Test Matrix If a design fails FE attack in one dissimilar location, proceed with testing the other dissimilar locations in Table 1 (or Table 2 if applicable) unless this subsequent testing is specifically waived by DS/PSD/RD witness.
Qualifying Out The performer shall determine the sequence in which test articles and dissimilar areas are tested.
Testing from weakest to strongest may beneficially allow stronger configurations to “qualify out” of FE testing if a similar but weaker configuration passes an FE test first. If performer and DS/PSD/RD witness concur that testing results from one FE attack may reasonably be applied to another FE attack, mark the omitted FE attack as “Qualified Out.”

Attackers
• On the day of testing, designate one individual to record the following information for each attacker: height (cm), weight (kg), age (years), handedness (right, left, or ambidextrous), number of prior FE attacks prior to this research effort (if any), and palm circumference (length in cm around largest/widest part of hand excluding thumb).
• Because the SD-STD-01.01 Forced Entry attack is meant to replicate a spontaneous mob attack, no attacker will be utilized for FE testing on more than one (1) similar system for each type of system. This will limit the amount of experience an attacker gains while testing to mitigate the effect of an attacker’s experience on testing results. Example: an attacker can participate in the attack teams for only one (1) rebar grille, one (1) steel grate, one (1) decorative grille, (1) plywood partition system and one (1) steel partition system. The performer needs at least eighteen (18) attackers to conduct the testing in Table 1.
• During testing breaks, the attackers shall refrain from discussing the testing (test article, testing methodology, tools, sequence, and technique) amongst themselves, with the test director, and with DS/PSD/RD representative(s).
• Per Rev. H for any given FE test, there must be two (2) backup attackers onsite to mitigate any of the six (6) active attackers becoming unable or unwilling to participate in an attack.
• Safety considerations and responsibility information is in Rev. H § 3.7.
Test Report
• The test report shall be in accordance with Rev. H § 4.0.
• If testing results from one FE attack on a weaker configuration were reasonably be applied to another FE attack on a stronger configuration, mark the omitted FE attack as “Qualified Out” (QO) in all reporting and indicate the Test Number(s) used to make the QO decision. Do not mark the QO test as a “pass” in the reporting.
• The test report shall include testing attack sequences including the tools selected by attackers, how the tools were used, and whether various sequences were effective or ineffective.
• Report shall include high-resolution photos and videos, and the conditions of the test articles post-test, including dimensions (length x width) of any openings created by the attacks.
• Report shall include the time at which the creation of a daylight opening (if achieved) was first observed for each test article.
• Report shall include a summary data table.
• The report shall include performer’s fabrication drawings.
Performer’s Proposal
1) Performer shall include proof of their ability to understand technical drawings and fabricate test samples in their proposal.
2) Performer’s proposal shall include information on how confinement will be simulated for the test articles.
3) Performer shall include details of their test fixture in their proposal.

4) Performer shall decide how to transport and install the test articles to achieve the desired orientation and include this information in their proposal.
5) Performer’s plan for how many test articles to fabricate per design in Table 1/2 to conduct FE testing so that prior damage from FE attack on one dissimilar area does not affect subsequent FE evaluation of a different dissimilar area.
6) Performer shall submit a schedule with their proposal that demonstrates their understanding of this project.
7) Performer shall submit a detailed cost estimate with their proposal which separates construction/materials costs from labor/testing costs. Show costs associated with Table 2 optional testing separately.
8) Performer’s proposal shall include information on where performer plans to source their FE attackers, and the total estimated number of FE attackers used to complete this project (see Attackers section above).
9) If performer is not one of the DS-approved FE/BR testing facilities in Appendix B: Labs, then performer shall include proof of their ability to conduct forced entry testing in their proposal.

Deliverables A quick look report will be provided within 14 days of test completion, with full written reports within 45 days. Reports will include test descriptions including written testing attack sequence and the tools selected by attackers per test, test sample fabrication drawings, high resolution photos and videos, a 90-second “best of” video reel, final testing results table, and documented descriptions of test article conditions post-test. All final deliverables (reports, photos, full testing videos, etc.) shall be delivered at the completion of all samples’ testing on a DVD mailed via FedEx or UPS to:
