About this file

This specification document details the technical requirements for well decommissioning for the Confederated Tribes and Bands of the Yakama Nation. The document outlines precise procedures for removing and sealing existing cased wells, including requirements for removing well pumps, drop pipes, electrical cables, and other components. Specific technical specifications include perforating or withdrawing casing, creating at least four equidistant cuts per row with one row per foot, and using sealing materials like neat cement grout, bentonite slurry, or neat cement to prevent water movement. The document mandates that removed components be disposed of at an EPA-approved recycler or landfill, and requires filing decommissioning reports with the designated state agency within 30 days of completion.

SECTION 02528 WELL DECOMMISSIONING

PART 1 - GENERAL

1.01 SUMMARY

A. This section includes the proper decommissioning of wells including well holes, submersible pumps, drop pipe, and submersible cable.

B. This specification should be used as a guide and actual Washington State Standards should be referred to for complete requirements.

1.02 REFERENCES

A. Applicable state codes for the State of Washington.

B. Washington Administrative Code (WAC) Chapter 173-160.

1.03 SUBMITTALS

A. Method of decommissioning.

B. Well Sealing (Fill) Material

PART 2 – PRODUCTS

2.01 MATERIALS FOR WELL DECOMMISSIONING

A. Conform to applicable state and local regulations.

PART 3 - EXECUTION

3.01 EXISTING CASED WELLS

A. Remove well pump (if applicable), liner, debris, and obstructions and well drop-pipe from existing wells prior to decommissioning.

1. Well pump, drop pipe, electrical cable, and any other components or materials removed from well shall be disposed of by the contractor at an EPA approved recycler or landfill.

2. Pull casing or cut casing off 2 feet below ground surface.

3. Perforate or withdraw the casing from the bottom to within five feet of the land surface and pressure seal.

a. Perforations shall be at least four equidistant cuts per row, and one row per foot.

b. Perforations must be sufficient enough to allow neat cement grout or neat cement, or bentonite slurry to migrate outside the casing and effectively prevent the movement of water.

c. Apply enough pressure to force the sealing material through the perforations, filling any voids on the outside of the casing.

4. Fill hole with well fill material to two feet from the surface.

B. Placement of sealing (fill) material.

1. Sealing (fill) material placed below the water level shall be piped directly to the point of application or placed by special means.

2. As the sealing material is placed, the existing well tile may be encapsulated into the seal material.

3. If concrete, neat cement grout, bentonite, bentonite slurry, or neat cement is used to seal below the static water level in the well, the material shall be placed from the bottom up by methods that avoid segregation or dilution of the material.

4. All authorized sealing material placed above the static water level or into the dewatered portion of the well may be hand poured above the static water level, provided the material does not dilute or segregate, and result in a seal free of voids.

5. When decommissioning wells that were originally constructed without casing, unhydrated bentonite chips or pellets may be hand placed, provided it forms a continuous seal.

3.02 RECORDS

A. File decommissioning reports with designated state agency and provide a copy to the Project Engineer within 30 days.
