About this file
This is a Truth in Negotiation Certification form issued by the Florida Department of Transportation for professional services contracts exceeding the Category Four threshold amount specified in Florida Statutes Section 287.017. The certification applies to the Construction Engineering Inspection (CEI) Services contract for Lanier Drive from Toni Street to SR 742 Creighton Road, a Local Agency Program (LAP) project in Escambia County. The project involves approximately 1,765 linear feet of Safe Routes to School (SRTS) sidewalk work under Federal Project Number 444222-2-68-01. A pre-solicitation meeting is scheduled for August 20, 2025, with Letters of Interest and proposals due by September 22, 2025, at 10:30 am. Interviews and final ranking are anticipated in October 2025, with the estimated project duration of 150 days commencing November 15, 2025, and concluding April 14, 2026. All meetings will be conducted virtually via Microsoft Teams except for on-site walkthroughs.
The consultant must certify that all wage rates and factual unit costs supporting project compensation are accurate, complete, and current at time of contracting. The Department reserves the right to adjust the agreement price within one year following contract end (defined as the date of final billing or work acceptance, whichever is later) to exclude any significant sums by which the price was increased due to inaccurate, incomplete, or noncurrent wage rates and costs. Compensation will be based on a detailed fee schedule for professional engineering inspection services. Qualified firms must be pre-qualified with the Florida Department of Transportation in Roadway Construction Engineering and Inspection. Evaluation criteria include experience and qualifications (20 points), similar project experience (25 points), availability and workload (20 points), and project approach and understanding of critical issues (35 points). The project is subject to Davis-Bacon wage standards, E-Verify employment verification, Buy America regulations, and federal contract provisions. Escambia County encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises (DBEs).
