Cargo Handling and Airdrop Training Load Storage system at C-130J Loadmaster Training Facility at

LRAFB.

For

C-130J Maintenance and AIRCREW TRAINING SYSTEM

(JMATS) PROGRAM

13 July 2023

1. PURPOSE

These specifications define the Government’s requirement for the acquisition of a Cargo Handling and Airdrop Training Load Storage system (CHATLS) within the new Joint Loadmaster Training facility (Bldg 618) at Little Rock AFB AR in direct support of C-130J Loadmaster Formal School Qualification training.

2. BACKGROUND

The new training facility was developed to centralize C-130J and C-130H ATS loadmaster training at one location due to JMATS expansion of Fuselage Trainer (FUT)assets. The new facility consolidates all Fuselage Training (FUT) tasks closer to the H and J Aircrew Training system campus.

3. SCOPE

3.1. The highline shall be designed to easily convey training loads consisting of:

(a) 463L pallets (108in X 88in each).

(b) Combat Rubber Raiding Craft.

(c) Single Container Delivery System (48in X 48in each).

(d) Double CDS Bundles (48in X 96in each).

(e) Type V Heavy Equipment.

(f) The highline shall be sized and designed to accommodate 360 degrees repositioning of the cargo loads.

(g) The highline tine-way deck shall be sized to accommodate repositioning of the cargo loads forward to aft.

3.2 The Contractor shall manufacture, provide, ship, and install all components of the highline in bay 3 of the C130J Training facility (Building 618) Little Rock AFB AR. The effort shall include:

8.3. 500 lb capacity each

9. AMC HIGHLINE procurement/installation

9.1. The contractor shall procure, ship, install, and verify operation of a new cargo staging platform known as a “highline” in Building 618.

9.2. The new ‘highline” shall be built to the following specifications:

9.2.1. Cargo Loading shall be performed at the roll up door end of the highline of the new facility.

9.2.2. The cargo loading end shall have a minimum of 10’L x 25’W directional roller sections across the entire end with one set of forklift tine-ways to allow for proper alignment and safe transfer of the cargo pallets.

9.2.2.1. The highline shall accommodate roll on/roll off access by a 25K K-Loader or bare tine forklift operations.

9.2.2.2. The fork tine-ways shall be positioned to provide proper distance of forks for balanced loading of the training loads called out above. (minimum 2ft wide by 6ft long). The tine-ways shall be centered to the bay door opening.

9.2.2.3. The forklift tine-ways shall have bumpers installed to prevent damage to the highline from forklift impacts.

9.2.2.4. Removable pallet stops shall be installed in the loading envelope of the highline.

9.2.2.5. The highliner shall be able to support a minimum total of 250,000 lbs.

9.2.2.6. The highline shall have a ball transfer system to facilitate repositioning of the loads noted above.

9.2.2.7. The ball transfer system shall be capable of storing 463L pallets weighing up to

10,000lbs without causing pallet deformation.

9.2.2.8. The force required to move a training load shall not exceed 25lbs per 1000lbs, with a force applied 48in above the pallet/platform surface.

9.2.2.9. Ball transfer system rollers shall be designed to ensure that ball system does not damage the pallets or other cargo load bearing surfaces.

9.2.2.10. Ball transfers shall have minimum load capacity of 500lbs per ball.

9.2.2.11. Ball transfers shall have maximum spacing of 8 inch centers in all directions.

9.2.2.12. The highline deck shall provide a safe non-skid walking surface between all ball transfers.

9.2.2.13. The highline shall provide stair access at two (2) locations. One offset at the loading end and one at the midpoint of the highline.

9.2.2.14. Integral flip up pallet stops at each end to prevent accidental load departure from the dock.

9.2.2.15. Cargo loading/unloading bumpers located at the loading/unloading end of the dock.

9.2.2.16. Building Floor Space under the Highline should be accessible for cleaning/housekeeping.

9.2.2.16.1.1. A skirt for the perimeter of the highline to hide the underfloor structure of the Highline is required.

10. PERIOD OF PERFORMANCE (PoP)

10.1. This acquisition shall be completed 150 days after award of contract.

11. OPERATING CONSTRAINTS:

11.1. Contractor is responsible for all support equipment and special tools for installation. Compliance of OSHA standards and Base Recycling program required.

12. QUALITY ASSURANCE REQUIREMENTS

12.1. Acceptance of the fully installed Roller Ball Transfer System will be conducted by AMCAOS, C130

JMATS Program Contracting Officer Representative (COR).

13. WORKMANSHIP

13.1. Workmanship shall be IAW best commercial practice and the requirements of this contract.

14. SPECIFICATIONS AND DRAWINGS

14.1. The contractor shall provide final drawings, product documentation, warranty documentation.

15. SUBCONTRACTOR MANAGEMENT

15.1. The Contractor shall ensure that their subcontractor(s) and vendors meet the requirements of these specifications.
