Questions and Answers: Solicitation FA446023Q0012 - C-130J Cargo Handling and Airdrop Training Load Storage System

1. Is it possible to have a CLIN for design, or a progress payment? Many manufacturers are requiring down payments now upon PO, and this is a very sizable job.

No. This requirement is for a commodity. No design CLIN or progress payments will be included at this time.

2. Is it possible to have a picture taken of the area where this load system will be installed showing the floor?

See Pictures provided and note that this highline must remain within the 120’ in length due to entry ways (Doors).

3. CLIN 0001 Because you have asked for the Cogan mezzanine and not the elevated ball deck, the deck will be 6.5” high on top of the 4’ mezzanine. (not 4’ off the ground) We are ok with Cogan or equal raised/elevated deck that meets the height requirement of top of transfer system/Highline is no lower than 4 feet and no higher than 5 feet.

4. CLIN 0004 Because you have asked for the Cogan mezzanine and not the elevated ball deck, the tine way deck will be 6.5” high on top of the 4’ mezzanine. (Not 4’ off the ground) Reference answer on QUESTION 3.

5. CLIN 0005 The side guides do not have skirting as they will be anchored to the mezzanine floor.

We need the skirting to attach to the two sides opposite of the wall and east end (opposite of tine way/Load area) to hide the underneath. Skirting shall be made of industrial material (Not solid) resistant to tearing and chemical stain/fading that could be raised to gain access to underneath area.

6. CLIN 0006 The stairway for this CLIN was part of the elevated ball table design and does not work with the mezzanine underneath. The mezzanine manufacturer will need to requote the mezzanine adding this stairway. This CLIN is not required. It would be included in the mezzanine

CLIN.

See Reference to Question 3, there is also a need for stairways that is integrated into the elevated platform on the tine way end and midpoint of the highline.

7. CLIN 0007 Foot anchors were only required if the elevated ball table was being asked for. They do not apply to the mezzanine. The mezzanine will be anchored to the concrete with wedge anchors and leveled with shims and grout. This CLIN is not required

The only intent is that the high line system is anchored to the floor in accordance with best industry/commercial standards.

8. CLIN 0008 These ball transfers are Kietek made and “(Omni rollers)” does not apply. Omni rollers go with the gravity roller conveyor that previously quoted and not chosen as part of the design.

Correct, omni rollers doesn’t apply. We do require as stated in our brand name justification the KieTek KO1A0.

9. Item 4. Because you have asked for the stair design from the elevated ball deck to be on the mezzanine the square footage of the mezzanine bar grating will decrease Reference answer to question 3 & 6.

10. Item 7. Kietek K01A0 Ball transfers incorrectly states (Omni Rollers) this product is made by Kietek. Omni supplies gravity roller conveyors and those rollers are different than these ball transfers. (See CLIN 0008 above)

Agree, reference to question 8.

11. Item 9. 9.2.2.4 Removable stops are not applicable to this design. They are used in gravity roller conveyor to stop the pallets from moving forward/backward. In this design, the Weldon flip locks operate as a stop to keep the pallets from rolling off the table. These are not removable.

They “flip” up when in use, and down when not needed.

12. Item 9. 9.2.2.16.1.1 Requires a skirt for the mezzanine however the skirt that was quoted previously was for an elevated ball table Kietek designed and not a part of the Cogan mezzanine.

Previously stated above at 9.2.2.16 it says that the floor space under the mezzanine should be accessible for cleaning/housing keeping as well. We have provided a 4’ high mezzanine in the past (for the same intended purpose) and it was required that the under sides remain open to be able to clean underneath. Do you want a partial skirt/kickplate around the mezzanine so you can still access underneath it?

13. Are you planning on using a K-loader to load the system or just a forklift?

They use both, K-loader & Forklift, to train with/use for transferring the loads. We just need rubber bumpers at the loading end to prevent from damaging the highline.
