About this file

This document is an Asbestos and Lead-Based Paint Inspection Report for Fort Bliss Military Installation Building 2447, dated June 2008, prepared by ENCON International, Inc.

The inspection was conducted to ensure compliance with federal environmental standards prior to planned renovation activities at the 38,000 square-foot, three-story residential barracks structure located in El Paso, Texas. The asbestos survey involved sampling 90 bulk materials across 30 homogeneous areas including flooring mastics, cove base mastics, textured drywall, floor tiles, carpet mastics, ceiling panels, and stucco. All asbestos samples tested negative for asbestos-containing materials greater than 1% when analyzed using EPA Method 600/R-93/116 by Apex Precision Analytical Services. The lead-based paint inspection utilized X-Ray Fluorescence (XRF) analysis with a NITON XLp 303 AW instrument calibrated to a 0.3 mg/cm² detection threshold. Results indicated 26 of 152 XRF readings tested positive at or above the action level, with identified lead-based paint locations documented on building drawings for all four floors and basement. Positive readings were primarily found on concrete and metal components including doors, columns, treads, ladders, walls, ceilings, and sign posts, with lead concentrations ranging from 0.4 to 4.7 mg/cm². The survey was conducted by certified Texas Department of State Health Services personnel and complied with OSHA regulations 29 CFR 1926.62 for construction-related lead hazards.

ASBESTOS SURVEY REPORT

Ft. Bliss, Bldg. 2447

SUMMARY

ENCON International, Inc. (ENCON) personnel performed an Asbestos Inspection of a structure designated as “Building 2447” on Fort Bliss, Texas. The following are the field sample collection and analysis results for this inspection. The inspection was conducted to ensure compliance with NESHAP – 40 CFR Part 61, Subpart M, which states that “prior to the commencement of the demolition or renovation, thoroughly inspect the affected facility or part of the facility where the demolition or renovation operation(s) will occur for the presence of asbestos, including Category I and Category II non-friable ACM. ”

The sample collection and subsequent laboratory analytical results indicated that asbestos was not identified in the sampled building materials.

INTRODUCTION

This Asbestos Survey was performed by Mr. David Morales on June 12 th

, 2008. This Asbestos

Survey was conducted in accordance with Asbestos National Emissions Standards for Hazardous

Air Pollutants (NESHAP): 40 CFR Part 61, Subpart M. Sampling protocols were performed in accordance with the Texas Asbestos Health Protection Rules (TAHPR). Building 2447 was to undergo renovations and was visually inspected and it was determined that the suspect asbestos-containing materials could be divided into thirty (30) homogeneous areas, including the following: rubberized flooring mastic (3 types), cove base mastic (9 types), textured drywall/joint compound (8 types), 12” x 12” floor tile & mastic (3 types), carpet mastic (4 types), 2’ x 4’ ceiling panels (2 types), and textured stucco.

DESCRIPTION

Building 2447 was being used as military personnel housing on Fort Bliss, Texas. The building occupied approximately 38,000 SF. The building was a three-story structure constructed with

El Paso Office: 7307 Remcon Circle, Suite 103 El Paso, Texas 79912 Fax 915-581-2049 Phone 915-833-3740

CMU walls on a concrete foundation. The interior was partitioned with drywall walls. The floor was covered with floor tile and carpeting. At the time this Asbestos Survey was performed, the date of construction was not known.

SAMPLING METHODOLOGY

A visual inspection of the building was conducted to develop a sampling plan. This included determining sample collection points, homogeneous materials and areas. Friability was assessed by manually manipulating the suspect asbestos materials utilizing hand pressure to determine if the materials, when dry, can be crumbled, pulverized, or reduced to powder. Thirty (30) homogeneous areas were established and at least three (3) samples were collected from each area. Areas that have suspect asbestos-containing surfacing, thermal systems insulation, or miscellaneous materials are to be considered homogeneous. These samples were each uniquely and individually identified and logged into a chain of custody document and prepared for shipment to a third-party independent laboratory for analysis. Building materials that are not considered suspect include the following; concrete, metal, glass, and wood. Destructive sampling was not authorized or performed to locate hidden or inaccessible materials.

SAMPLE ANALYSIS

Ninety (90) samples were submitted for analysis. Bulk PLM analysis was conducted utilizing the

EPA Method 600/R-93/116. This method separates the sample material into various layers based on their morphology, and then the presence of the different asbestos fibers in each of these layers is detected. The analysis was performed by Apex Precision Analytical Services, Inc. located in

Friendswood, TX. The term asbestos-containing material (ACM) is defined as a material that contains greater than 1% of any asbestiform varieties of Chrysotile, Amosite, Crocidolite, Tremolite, Anthophyllite, and Actinolite, or combinations of these materials. Asbestos materials were determined by the July 1993 Environmental Protection Agency as recommended in document EPA/600/R-93/116 titled, "Method for the Determination of Asbestos in Bulk

Building Materials." Copies of the asbestos laboratory results and related documentation have been attached to this Report.

El Paso Office: 7307 Remcon Circle, Suite 103 El Paso, Texas 79912 Fax 915-581-2049 Phone 915-833-3740

CONCLUSION

No asbestos-containing materials were identified as part of this asbestos survey. No further assessment is recommended at this time. If, during the course of any remodeling or demolition activities suspect materials are found, then additional sampling and analysis may be required.

Contact the Asbestos Inspector listed below with any clarifications that may be needed.

SUMMARY

ENCON International, Inc, (ENCON) presents the findings of the Lead-Based Paint

(LBP) Inspection performed at Building 2447, Ft. Bliss, Texas 79916. The purpose of this LBP inspection was to determine if LBP was present in the areas scheduled for renovation, and if present, which building components contain LBP. This was determined by performing a surface-by-surface investigation of all painted components. This information is necessary in order for contractors to comply with OSHA regulation 29

CFR 1926.62 Safety and Health Regulations for Construction - Lead.

Lead-based Paint means paint or other surface coatings that contain lead equal to or in excess of 1.0 milligrams per square centimeter (mg/cm ) or more than 0.5%, or 5000 parts per million by weight as established by EPA and HUD regulations. However, for the purposes of this study, ENCON will utilize the lowest “Action Level” setting of the

NITON XRF at 0.3 milligrams per square centimeter (mg/cm ) as the detection limit for lead. Results indicate that twenty-six (26) of the one hundred fifty-two (152) XRF readings tested at or above the limit of 0.3 mg/cm . The LBP Inspection was conducted by Mr. Tim Jones, a certified Lead Risk Assessor. Results are indicated on a separate drawing and XRF data sheet.

D ESCRIPTION OF AREAS INSPECTED

Building 2447 was primarily being used as barracks, housing military personnel on Fort

Bliss, Texas. There were also areas that were being used for storage and administrative offices. The building occupied approximately 38,000 SF. The building was a three-story structure with a basement constructed with CMU walls on a concrete foundation. The interior was partitioned with drywall walls. Most of the floor was covered with floor tile and carpeting, but some was painted concrete. At the time this Lead Inspection was performed, the date of construction was not known, but the building appeared to have been repainted over the years. An inventory of the affected painted surfaces was recorded as XRF testing proceeded. See the “LBP Testing Data Sheet.”

CALIBRATION OF THE XRF INSTRUMENT

Before proceeding with the investigation of painted surfaces, the XRF was calibrated in accordance to the manufacturer’s quality control procedures. The XRF utilized was a

Niton XLp 303 AW X-Ray Fluorescence analyzer (XRF) with serial No. 18451. The inspector took three calibration readings at 1.0 mg/cm and at the Action Level of 0.3 mg/cm on a lead calibration film provided by the manufacturer. The measured difference between the initial calibration test and the lead film was within the manufacturer’s acceptable calibration tolerance limit (< 0.2 mg/cm ). In accordance with the HUD XRF

Performance Characteristic Sheet, the XRF instrument did not require correction for substrate bias for any substrate encountered and the instrument had no inconclusive

El Paso Office: 7307 Remcon Circle, Suite 103 El Paso, Texas 79912 Fax 915-581-2049 Phone 915-833-3740 range. Calibration of the instrument was also conducted at the conclusion of sampling for the building using the same procedures as the initial calibration check.
