Fort Bliss Fire Department Fire Prevention Construction Guide Summary
This document is a fire prevention guide issued by the Fort Bliss Fire Department in November 2024 that establishes mandatory requirements and procedures for contractors performing construction work on Fort Bliss military installation. The guide addresses critical fire safety protocols including hot work permitting, material storage, waste management, electrical safety, equipment operation, emergency procedures, and site inspections. Contractors must request Hot Work Permits (for welding, soldering, cutting, and flame-producing devices) by calling 915-543-0019 before commencing work, with permits not issued in advance. All painting materials, flammable liquids, portable electrical devices, and combustible supplies must be stored in authorized containers outside buildings at safe distances, with trash and debris removed daily. Smoking is strictly prohibited inside buildings, with designated smoking areas required at least 50 feet away with proper receptacles.
The guide specifies that contractors must disconnect all portable electric devices at day's end, familiarize employees with emergency procedures and nearest telephones, and report all fires using provided emergency numbers (9-1-1 or dispatch at 915-744-2115/915-744-9172). Critical safety requirements include checking for hot spots 60 minutes after hot work completion, ensuring hot work cools to touch for a minimum of 60 minutes before leaving, and conducting daily exterior and interior building inspections. Contractors must obtain Fire Department approval before working on sprinkler or alarm systems (915-744-2115 or 915-744-8194/8195/2817), notify dispatch if roads or fire lanes will be blocked, and refrain from removing fire extinguishers or utilizing fire hydrants without proper authorization. The guide identifies common fire hazards including improper flammable material storage, faulty electrical equipment, non-UL approved tools, unauthorized smoking, and blocked Fire Department connections, with an acknowledgment receipt form requiring contractor signature and fire inspector countersignature.
