Attachment J.9: Cost/Price Matrix

ATTACHMENT J.9a COST/PRICE EVALUATION MATRIX

The following sets forth the process to be utilized for evaluation of proposed cost/prices under this RFP. The figures in the below cost matrix must be used by all prime Offerors for evaluation purposes. The overall proposed price resulting from completion of the attached matrix will be used for evaluation purposes.

The Offeror will complete this cost/price evaluation matrix by applying their proposed YEAR ONE IDIQ unburdened ceiling daily rates to the labor categories identified in the below table.

For purposes of pricing, offerors should assume a February 1, 2022 start date.

Instructions for Completing the Cost/Price Evaluation Matrix:

Offerors should reproduce the matrix in MS Excel. The spreadsheets should be unlocked and display formulas.

A. Labor. For the labor set forth below, Offerors shall use their proposed Year 1 Unburdened Ceiling Daily Rates (CDRs) for each labor category/experience level identified. Offerors who proposed CDRs as ‘CST’ should use [$705/day] which is the current CST of [$183,300 per year] divided by 260 days. The cost will be calculated using the Year 1 CDR, the number of days prescribed in this template, and the prime Offeror’s methodology for recovery of paid absences – i.e., vacation, holiday, sick leave, and other paid absences (as specified in Part 5 of the Offeror’s Cost/Price Volume).

Offerors should assume that all labor categories using the CDRs reflect either long-term expatriate, long-term home office labor, or short-term expatriate labor, as specified following the position title. Offerors shall not add, delete, or substitute labor categories or experience levels nor alter the number of days of labor specified in the template.

Offerors that recoup paid absences via their salary line item (and not as part of their fringe benefits pool) shall identify the number of days of paid absences for each labor category in the cost evaluation matrix. Offerors should pro-rate the number of days paid absences for each specified labor category to be consistent with the number of days of labor effort prescribed for each labor category. Alternately, offerors that apply an

Holiday, Sick, and Vacation (HSV) salary burden (that is not part of their fringe benefits pool) may specify the HSV factor (percentage) in lieu of specifying the number of days of paid absences.

For local labor, offerors shall use the local salary and direct fringe benefit plug figures provided. For offerors that include an additional central fringe benefit cost (that is applied in addition to local direct fringe benefit cost) offerors shall identify the additional fringe benefit rate and apply that rate to the appropriate base of cost.

B. Fringe Benefits on CDR Labor. Offerors shall apply their current approved fringe benefit rate to the base of cost in accordance with the Offeror’s approved cost accounting system.

C. Items C. through I. Offerors shall use the prescribed plug figures for these elements.

These plug figures are unburdened.

J. Items K. through S. Offerors shall apply their appropriate approved indirect rate and base of cost for each element (K through T). For cost elements that may contain more than one burden, offerors must break out the detail. For example, if the offeror burdens their labor costs with Overhead and G&A, then separately show the Overhead and G&A rate and cost base of application used to calculate total indirect burdens for CDR labor.

T. Total Direct + Applicable Indirect Cost. Provide the total direct plus indirect cost.

U. Fixed Fee. The Offeror shall apply their proposed fixed fee percentage ceiling and shall identify the base of costs upon which the fee rate is applied. Offerors shall exclude GUC costs from their fee base of costs.

V. Grants Under Contract. Offerors shall use the prescribed plug figure for this element.

W. Total Estimate Cost Plus Fixed Fee. The represents the offeror’s total proposed price.

Note: The plug figures are for evaluation purposes only. Offerors shall incorporate the plug figures into their pricing and shall not alter or omit the plug figures provided. For purposes of pricing, all plug figures shall be considered prime contract level costs.
