About this file

This document is a memorandum from the U.S. Government Publishing Office (GPO) Safety Branch regarding an asbestos survey for Room C109 in the Uniformed Police Branch. On May 31, 2023, the Safety Branch evaluated the space for asbestos-containing materials (ACM) that could interfere with upcoming construction and demolition tasks. The planned project involves demolishing walls, ceilings, and electrical systems, adding a women's locker/shower space, and remodeling the entire area.

Laboratory testing by EMSL Analytical revealed the presence of asbestos in multiple materials: the ceiling rough coat contains 5% chrysotile asbestos, and floor tiles contain 3-4% chrysotile asbestos. The recommendation is for a qualified contractor to remove all floor tile layers before demolition, and to proceed with work above the drop ceiling grid using proper safety practices while avoiding disturbance of the cementitious skim coating on the ceiling. This survey is part of a larger design-build project to renovate the police locker room located at 732 North Capitol Street in Washington, DC.

MEMORANDUM

Subject: Asbestos Survey / Remodel C109 Suite, Uniformed Police Branch

Date: June 12, 2023

Reply to Attention of: Daryl Kosturock, Environmental Manager

To: Margaret Shiffert, Engineering Branch Technician

On May 31, 2023, The GPO Safety Branch evaluated C109 Suite, Uniformed Police Branch spaces for the presence of asbestos-containing materials (ACM) that may interfere with the proposed Engineering Branch construction/demolition tasks seen below.

Scope: Engineering has an upcoming project in C109 Suite, Uniformed Police Branch. A contractor or GPO Shops will perform the following tasks:

a. Demolish walls, ceilings, and electrical

b. Add woman’s locker/shower space

c. Remodel all spaces

Current:

Proposed:

Asbestos Results: Questionable materials that were found consisted of the floor tiles, mastic, and cementitious skim coating on the walls and ceilings above the existing drop-ceiling grid. Similar materials throughout the complex have been found to contain asbestos. Samples were sent to an external laboratory for analysis, and the results vary, as seen in the reports below.

Ceiling – Rough Coat is 5% Chrysotile

Floor Tiles – 3-4% Chrysotile

Recommendation: A qualified contractor should remove all layers of the floor tiles before any demolition of these spaces. All work above the drop ceiling grid may proceed as proposed if workers use proper safe work practices and procedures while performing these tasks and do not disturb the cementitious skim coating on the ceiling.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
