About this file

This document is a chain of custody and asbestos analysis order form for bulk building materials collected at the U.S. Government Publishing Office (USGPO) located at 732 North Capitol Street NW, Washington, DC. The order was issued by EMSL Analytical, Inc. on April 12, 2022, with analysis completed on April 13, 2022. The primary contact is Daryl Kosturock at the USGPO Safety Branch.

A single sample (2022041208) of red/black brick flooring from room B-543/Floor was analyzed using polarized light microscopy (PLM) per EPA 600/R-93/116 methodology. The analysis detected no asbestos content. The sample composition consisted of 25% quartz, 30% gypsum, and 45% non-fibrous other materials. The document also includes supplementary environmental survey reports dated August 26, 2021, documenting a limited asbestos survey of rooms T251, B543, and B542 conducted by Arc Environmental, LLC. That survey collected 17 bulk samples from six suspect homogeneous areas, with all samples testing negative for asbestos. Additionally, baseline carbon black surface sampling and lead-in-paint analysis were performed on July 14, 2021, identifying lead concentrations ranging from 0.041% to 13% by weight across various painted surfaces and components within the three rooms. The survey recommended that any additional suspect materials uncovered during renovation activities be assumed to contain asbestos and sampled accordingly.

EMSL maintains liability limited to cost of analysis. Interpretation and use of test results are the responsibility of the client. This report relates only to the samples reported above, and may not be reproduced, except in full, without written approval by EMSL. EMSL bears no responsibility for sample collection activities or analytical method limitations. The report reflects the samples as received.

Results are generated from the field sampling data (sampling volumes and areas, locations, etc.) provided by the client on the Chain of Custody. Samples are within quality control criteria and met method specifications unless otherwise noted. The above analyses were performed in general compliance with Appendix E to Subpart E of 40 CFR (previously EPA 600/M4-82-020 “Interim Method”) but augmented with procedures outlined in the 1993 (”final”) version of the method. This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST or any agency of the federal government. Non-friable organically bound materials present a problem matrix and therefore EMSL recommends gravimetric reduction prior to analysis. Unless requested by the client, building materials manufactured with multiple layers (i.e. linoleum, wallboard, etc.) are reported as a single sample. Estimation of uncertainty is available on request.
