About this file
This document contains instructions and a narrative for a federal solicitation. Jurisdiction L includes the states of Delaware, Maryland, New Jersey, Pennsylvania, the District of Columbia, and parts of Virginia. Offerors must complete Excel tables providing historic and proposed full-time equivalents, hours, and gross costs for program management and Medicare integrity program activities using the provided instructions. The narrative details require explanations for any proposed values that do not align with historic data for various metrics including total gross cost per unit, workload per FTE, and total gross cost per FTE. NOTE: Offerors shall include Home Health and Hospice (HHH) data, whether historic or proposed, within the applicable rows for Part A data.
1. Offerors shall complete PM Table 1 in the J.22.B Historic & Proposed FTEs, Hours, & Gross Cost Worksheet with your historic data and your proposed OY1 data for Program Management (PM) only. See the following instructions:
a. Do not change any cells pre-populated with NA.
b. Do not change any formulas.
c. In Columns D, H, L and P, enter in the corresponding column headings the same information on the contract and start and end dates of the 12-month historic baseline you used in your basis of estimate. Offerors shall specify the contract used to obtain the baseline data.
d. In Columns C, G, K and O, enter in the corresponding column headings the same historic contract as Column D with start and end dates 12 months prior to the dates entered for Column D. Offerors shall specify the contract used to obtain the historical data.
e. In Columns B, F, J and N, enter in the corresponding column headings the same historic contract as Column C with start and end dates 12 months prior to the dates entered for Column C. Offerors shall specify the contract used to obtain the historical data.
f. The Areas of Analysis in Column A, represented by uppercase alpha bullets A – N (e.g., rows 6, 9, 12, etc.), have subordinate rows, represented by lowercase alpha bullets (e.g., rows 7-8, 10-11, 13-17, etc.).
g. With the exception of the Workload Columns B through E for the uppercase alpha bullets G (i.e., row 42) and H (i.e., row 47), the rows for the corresponding subordinate lowercase alpha bullets automatically total the shaded row immediately above (i.e., per the formulas in the worksheet). For the Workload Columns B through E for the uppercase alpha bullets G (i.e., row 42) and H (i.e., row 47), enter only claims count data in the shaded rows (i.e., rows 42 and 47) and the respective data in the corresponding rows for the subordinate lowercase alpha bullets below (i.e., rows 43-46 and 48-52).
h. In Columns F through I, enter total FTEs (i.e., FTEs for both direct and indirect labor).
i. All historic costs should be gross (i.e., do not reduce gross costs for complementary credits).
j. All historic workloads, FTEs, hours and gross costs shall match data in the CMS Analysis, Reporting, and Tracking (CMSART) System, Contractor Reporting of Operational and Workload (CROWD) System, Monthly Status Report Excel (MSRE) files and other CMS data sources, as applicable.
k. All proposed workloads, FTEs, hours and costs in Attachment J.22.B Historic & Proposed FTEs, Hours, & Gross Cost Worksheet shall be consistent with your Technical Proposal, Business Proposal, as well as Attachment J.22 Basis of Estimate.
2. Offerors shall complete MIP Table 2 in the J.22.B Historic & Proposed FTEs, Hours, & Gross Cost Worksheet with your historic data and your proposed OY1 data for Medicare Integrity Program (MIP) only. See the following instructions:

Offerors shall specify the contract used to obtain the historical data.
f. The Areas of Analysis in Column A, represented by uppercase alpha bullets A – K (e.g., rows 6, 8, 10, etc.), have subordinate rows. These subordinate rows, represented by lowercase alpha bullets (e.g., rows 7, 9, 11-12, etc.), automatically total the shaded row immediately above (i.e., per the formulas in the worksheet).
g. In Columns F through I, enter total FTEs (i.e., FTEs for both direct and indirect labor).
