1.0 PURPOSE AND APPLICATION

This document describes the test procedures used by the National Highway Taffice Safety Administration’s (NHTSA) New Car Assessment Program (NCAP) to determine the presence of of Amber Rear Turn Signal Lamps. The procedure mirrors existing test procedures from Federal Motor Vehicle Safety Standard (FMVSS) No. 108, “Lamps, reflective devices, and associated equipment.” This procedure is presented as a reference to FMVSS No. 108 and is not subject to any interpretation beyond that regulation.

This laboratory test procedure provides specifications for conducting tests to confirm the existence of amber rear turn signal lamps on a passenger vehicle with a gross vehicle weight rating (GVWR) of under 10,000 pounds.

The requirements of this test procedure must be strictly adhered to. The Contractor's in house test procedure must have NHTSA approval prior to conducting the first test of a particular fiscal year program. The Contractor's test procedure cannot deviate in any way from the NHTSA procedure without the prior approval of the NHTSA COR.

2.0 DEFINITIONS

Dark-Lighted. In the Fatality Analysis Reporting System (FARS), Dark-Lighted condition is used when the available information describes a condition where no “natural” light exists but there is overhead “man-made” lighting on the roadway. Lighted areas will generally include streets within cities or towns and some interchange areas. This does not include lighting from store fronts, houses, parking lots, etc.

Dark-Not Lighted. In FARS, Dark-Not Lighted condition is used when the available information describes a condition where no “natural” light exists and no overhead “man-made” lighting is present on the roadway.

Amber rear turn signal lamp is the signaling element of a turn signal system, at the rear of a vehicle, which indicates the intention to turn or change direction by giving a flashing light on the side toward which the turn will be made and falls within the following chromaticity boundaries:

red (y = 0.39), white (y = 0.79 − 0.67x), and green (y = x − 0.12).

3.0 GENERAL REQUIREMENTS

This test evaluates the color of light emitted from the vehicle’s rear turn signal lamp. The test consists of measuring the color of the emitted light using a colorimeter and the tristimulus method and chromaticity coordinates as described in FMVSS No. 108.

13.0 TEST EXECUTION AND TEST REQUIREMENTS

13.1 Rear Turn Signal Lamp Color

The device shall be tested for color in accordance with tristimulus method outlined below. The color of the device shall be amber as specified in the procedure.

13.1.2 Tristimulus Method Procedure

In order to determine the color of a vehicle’s rear turn signal lamps, NCAP will use the tristimulus method. This method measures the light emitted by the rear turn signal as measured by photoelectric receivers with spectral responses that approximate CIE standard spectral tristimulus values. The details of this procedure are specified FMVSS No. 108, paragraph S14.4.1.4. In order to deternine that the vehicle’s rear turn signal lamps are amber/yellow, the contractor must follow the general test procedure in FMVSS No. 108, paragraph S14.4.

With the vehicle placed in park and the hazard button engaged so that both rear turn signals are on, the color of light from the rear turn signal device must be measured by photoelectric receivers with spectral responses that approximate CIE standard spectral tristimulus valves.

A sphere may be used to integrate light from a colored source provided that the color shift that results from the spectral selectivity of the sphere paint be corrected by the use of a filter, correction factor, or an appropriate calibration.

If the rear turn signal does not have uniform spectral characteristics in all useful directions, color measurements should be made at as many directions of view (a minimum of four) as are required to evaluate the color for those directions that apply to the end use of the device.

13.1.2 Tristimulus Method Performance Requirements

The color of light as expressed by the chromaticity coordinates according to the CIE 1931 Standard Colorimetric System, described in the CIE 1931 Chromaticity Diagram (and FMVSS No. 108 Figure 1) must fall within the following boundaris:

Yellow (Amber) y= 0.39 (red boundary) y = x – 0.12 (green boundary) y = 0.79 – 0.67x (white boundary)

FMVSS No. 108 Figure 1 Chromaticity Diagram

Please refer to FMVSS No. 108 for more information on the color test.

13.2 Post Test Vehicle Inspection.

The Contractor shall inspect the test vehicle after all testing is completed. Any vehicle modifications or damage shall be restored to the as-delivered condition or the vehicle shall be declared “totaled” and shall be disposed of as a totally destroyed vehicle. Disposition of the vehicle shall be determined by the Government. Any damage incurred to the vehicle during the actual tests, except damage caused by negligence of the Contractor, shall be the responsibility of the Government.

14.0 REPORTS

14.1 Monthly Status Reports

The Contractor shall submit a monthly Test Status Report and a Vehicle or Equipment Status Report to the COR (both reports shown in this section). The Vehicle Status Report shall be submitted until all vehicles or items of equipment are disposed of.

14.2 Test Anomalies

In the event of an apparent test failure, a post-test calibration check of some critically sensitive test equipment and instrumentation may be required for verification of accuracy. The necessity for the calibration shall be at the COR's discretion and shall be performed without additional costs to the OCAS.

14.3 Final Test Report

14.3.1 Copies

The Contractor shall provide the OCAS with one (1) CDs or DVDs per test. Two items shall be included on each CD or DVD: (1) a JPG of the vehicle in its test mode, taken with a resolution of at least 800 x 600 pixels and (2) the test photos as described in section 11.2.

In addition to the CD, the Contractor shall provide the OCAS with one (1) paper copy or digital copy of each Final Test Report.

The above documentation shall be submitted to the COR according to the schedule indicated in Section 6.

Contractors are required to submit one color copy of each Final Test Report in draft form. DO NOT stamp preliminary or draft on this report. The COR will review the draft report and notify the laboratory of any corrections that are required. Contractors will be required to correct the changes and resubmit the draft Final Test Report. At the end, we will accept the preliminary test report with the changes as the final test report.

14.3.2 Requirements

The Final Test Report and its associated documentation (including photographs) are relied upon as the chronicle of the test. The Final Test Report will be released to the public domain after review and acceptance by the COR. For these reasons, each final report must be a complete document capable of standing by itself.

The Contractor should use detailed descriptions of all test events. Any events that are not directly associated with the test program but are of technical interest should also be included.
