This is a Statement of Work (SOW) for the design, manufacture, and delivery of modular timber-slab pedestrian bridge superstructures for the U.S. Forest Service Pike-San Isabel National Forests, Cimarron and Comanche National Grasslands. The Government requires five bridge superstructures: one 20-foot span by 48-inch width, three 25-foot span by 48-inch width, and one 30-foot span by 48-inch width, all including multi-panel slab designs and complete hardware. The contractor must design bridges in accordance with AASHTO LRFD Bridge Design Specifications and LRFD Guide Specifications for Pedestrian Bridges, with individual components not exceeding 1,300 pounds for transportation. Design requirements include pedestrian live loads of 90 psf minimum, snow loads of 120 psf, user barrier systems with top rail heights of at least 42 inches, and deflection limits of L/360 for pedestrian loads and L/240 for snow-controlled designs. All timber must be treated to American Wood Protection Association specifications for above-ground exposed use, and hardware must meet AASHTO M270 and ASTM standards.

The Statement of Work specifies that all design calculations and shop drawings must be sealed by a Colorado-licensed Professional Engineer, with minimum drawing sizes of 11 by 17 inches and detailed assembly, lifting, and storage instructions required upon delivery. The Government will review submittals within 30 calendar days, and no fabrication may commence prior to submittal approval. Delivery is freight-on-board to USFS Woodland Park Work Center in Woodland Park, Colorado, with the manufacturer responsible for providing blocking and support materials, assembly instructions, component lists, tool and equipment requirements, and ten percent extra fasteners for long-term outdoor storage in marked, watertight resealable containers. This acquisition is a Total Small Business Set-Aside under NAICS Code 321215 with a 500-employee size standard, with quotations due July 31, 2026, by 1700 (MT) and questions due by July 24, 2026, by 1600 (MT).

Contract Description

Design, manufacture, and deliver modular timber-slab-style (glulam, dowel-lam, etc.) pedestrian bridge superstructures, including any post-tensioning or other required hardware, to be stored for future projects.

A user barrier system shall be designed with the superstructure slabs prepared for barrier attachment, and all connecting hardware furnished. Timber railing materials shall be designated in the design plans, but the dimensional lumber itself will not be included for supply or delivery.

Substructure components will not be designed or supplied but fasteners and/or other connecting hardware shall be selected and furnished for attaching superstructure components to timber sills.

Design Requirements

J.2 Example FS Standard Design has been provided as an example which can be followed in lieu of designing a new superstructure system. Interested vendors may alternatively offer a comparable design as detailed below which caters to their specific products while otherwise satisfying the needs of this procurement.

Bridge design should consider weight for ease of transportation and subsequent installation with no individual component weighing more than 1300 lbs. Different span slabs may have different panel section widths to accomplish this constraint.

Per Forest Service requirements as detailed in FSH 7709.56b Chapter 80, design trail bridges and other engineered trail structures in accordance with AASHTO’s LRFD Bridge Design Specifications and AASHTO’s LRFD Guide Specifications for the Design of Pedestrian Bridges. Requirements which are otherwise detailed in this document will govern in situations where they conflict with any standardized design publications.

Design trail bridges for the maximum loading or load combinations. At a minimum, the following provisions from AASHTO’s LRFD Guide Specifications for the Design of Pedestrian Bridges apply. Pedestrian live load deflection should not be greater than L/360. For trail bridges in which snow loads control the design, the snow load deflection may not exceed L/240.

1. Pedestrian Live Load. Design live loads for hikers, motorcycles, bicycles, and over-snow vehicles are grouped together under pedestrian live loads. Use live loads specified in AASHTO’s LRFD Guide Specifications for Design of Pedestrian Bridges. AASHTO specifications require a minimum live load of 90 pounds per square foot (psf).

2. Snow Loads. Consider 120 psf snow loads as live loads, and combine snow loads with other loads as described. Use a load factor of 1.25 for the dead load and 1.75 for the snow load for a snow-only load combination.

Design user barriers for the design loads specified in AASHTO’s LRFD Bridge Design Specifications.

1. Design each rail, including curbs, for a uniform load of 50 pounds per linear foot simultaneously applied horizontally and vertically and a 200-pound load simultaneously applied at the most critical location and most critical direction.

2. Design each post and curb connection for the uniform horizontal load acting on the top rail simultaneously with a 200-pound horizontal load at the top rail.

3. The top rail must be at least 42 inches high, measured from the deck surface.

4. The railing system must include a top rail and an intermediate rail.

5. For timber bridge railings, designers may use a load duration factor of 1.25 (Refer to NDS, Appendix N.3.3)

Preservative treatment shall be in accordance with the current American Wood Protection Association (AWPA) Specifications, Use Category System (U1) for use category 3B above ground – exposed. Treatment will comply with the requirements of the current edition of Western Wood Preservers Institute (WWPI) “Best Management Practices for the Use of Treated Wood in Aquatic Environments”.

Galvanized hardware shall meet the requirements of AASHTO M270, Grade 36, with nuts and bolts conforming to ASTM A307, Grade A. Weathering steel and hardware shall meet the requirements of AASHTO 270, Grade 50W, with bolts and nuts conforming to ASTM A325, Type 3. Use malleable iron washers against wood.

Manufacturer Qualifications

The Bridge Manufacturer shall design the pedestrian bridges and prepare shop drawings in accordance with these minimum requirements. All calculations and shop drawings shall be sealed by a Professional Engineer licensed in the State of Colorado.

Submittals

The calculations and drawings shall contain all information required to review and approval. The minimum drawing size shall be 11 x 17 sheets. The drawings shall include, but not be limited to, plan, elevation, and sections views of the bridge superstructure, related components, dimensions of all components, connection details, installation instructions, and general and specific notes regarding the design and construction.

Within 30 calendar days after receipt of the submittals, a review of the documents will be accomplished by the CO and written acceptance or rejection by the CO of the submittals will be transmitted to the bridge manufacturer. No fabrication work shall start prior to the receipts of the submittal approval from the CO.

Delivery

The Bridge Manufacturer shall notify the Government 10 business days prior to delivery of the completed bridge.

The Bridge Manufacturer shall provide detailed, written instruction procedures for proper lifting and storing of bridge components to the Government prior to delivery and shall notify the Government of the total shipping weight of the completed bridge. The bridge shall be blocked or supported at least 12 inches above the ground, in a manner to prevent damage.

Bridges shall be delivered, freight-on-board, to the location specified below:

The bridge manufacturer shall include assembly instructions. The instructions shall refer to blocking, shims and any other items needed to assemble the structure at the site. The bridge manufacturer shall also provide a list of bridge components and materials required to assemble the structure at the site.

The bridge manufacturer shall list all tools, devices and special equipment a contractor would need to install the bridge. The loose bridge materials (hardware, etc.) furnished by the bridge manufacturer needed for installation shall be in well-marked watertight resealable containers suitable for long-term, outdoor storage.

The manufacturer shall furnish one set of any non-standard devices necessary for erection of the bridge by others. The manufacturer shall furnish ten percent extra bolts, nuts and washers of each kind and size in addition to those required for assembly.

The CO will accept the structure after it has been designed, fabricated, and delivered in accordance with these specifications.
