The justification cites FAR 13.106-1(b) for a brand name purchase under the SAT, as the tool kit is a specific requirement per the Allowance Equipage List (AEL) 2-550014156. The estimated value is $51,520 based on current orders. Market research showed no comparable alternatives, and two small businesses, Giga and Kaufman Company, have expressed interest. The acquisition will be conducted as a total small business set-aside via a Request for Quote (RFQ) posted to SAM.gov, with evaluation on a Lowest Price Technically Acceptable basis.
