About this file
This document contains a justification and approval for sole source items within a federal construction contract opportunity. The opportunity involves construction of a 19,000 square foot F-35 simulator facility and a 39,000 square foot supply facility at Dannelly Field Air National Guard Base in Montgomery, Alabama. Both facilities require direct digital control systems from Johnson Controls for standardization and interoperability across the base, as Johnson Controls is the only manufacturer utilized. The contract will be a firm fixed-price award to a small business, with a period of performance of 500 calendar days from notice to proceed and a magnitude between $25-100 million. A pre-bid conference is scheduled for August 24, 2021 with bids due on or around the dates specified in the forthcoming solicitation to be posted on or around August 17, 2021 to the System for Award Management website.

The scope of work with relation to the limited sources includes the construction of a new 19,000 square foot F-35 Simulator Facility as well as construction of a 39,000 sf Supply facility. The Simulator Facility includes a large Secure Access Program Facility (SAPF) with multiple Compartmentalized Areas (SAPCA) and the Supply facility includes a smaller SAPF footprint. The SAPF areas in each facility are required to be constructed to the Intelligence Community Directive No. 705 (ICD-705) including STC rated construction, access control systems, and intrusion detection systems. This construction requires tests/inspections conducted by the Air Force that have to be passed before the facility is authorized to use.
The Simulator facility and the Supply Building have associated Mechanical Systems including chilled/hot water HVAC systems with redundant air handlers and chillers for facility resilience. They also have Reverse Osmosis water treatment systems and dedicated humidifiers for precise humidity control. The Simulator Facility also includes multiple dedicated computer room air conditioners to support F-35 simulator systems. This system will include the installation of a direct digital control system for each facility. The associated Electrical Systems include new pad mounted transformer, electrical distribution system, surge protection and lightning protection systems. Fiber optic service is provided from Building 1109. Secure and non-secure telecommunications are the backbone systems for compliance with applicable ICD-705 requirements.
Text6: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
Text7: The 187th exclusively utilizes Johnson Controls for HVAC system's Direct Digital Controls. This is the only manufacturer that is utilized basewide for reasons of standardization and guaranteed interoperability.
Risk: If the 187th built a facility that does not utilize this system, the ability to control and monitor base utilities would be compromised. Utilizing other manufacturers would necessitate the purchase of additional centralized monitoring systems for the the F-35 Simulator Facility and the new Base Supply Facility as well as Civil Engineering B1801. According to ANGETL 15-01-04, 20.1 "All ANG facility and site projects should provide or expand on the base Energy Management Control System (EMCS). All ANG facility HVAC systems should use complete DDC systems."
| Text8: A pre-solicitation notice is placed in beta.sam.gov in order to give contractors an early notification of this project. However, due to the proprietary nature of the Johnson Controls system no effort to compete these brand name requirements will be made. | |
| Text9: None. | |
| Text10: Direct Digital Control (DDC) systems are not designed to be compatible with different DDC manufactures. Utilizing other manufacturers would necessitate the purchase of additional centralized monitoring systems for the the F-35 Simulator Facility, the new Base Supply Facility and Civil Engineering B1801. | |
