About this file

This is a Justification and Approval (J&A) document for a non-competitive procurement by the Department of Veterans Affairs.

The Corporal Michael J. Crescenz VA Medical Center, Radiation Oncology Service seeks to lease Radformation radiotherapy software on a sole-source basis for one base year under a firm fixed-price contract. The required services include routine software upgrades, troubleshooting, maintenance, treatment plan template setup, and report plan check settings. The justification cites "Only One Responsible Source" authority under 41 USC §3304(a)(1) as the basis for other than full and open competition. The agency determined that Radformation's AutoContour, ChartCheck, and EZFluence software are the only viable options because they integrate seamlessly with the medical center's existing Radformation ClearCalc and ClearCheck systems, provide unique proprietary algorithms for automated contouring and 3D planning not replicated by competitors, and ensure continuity of workflow while mitigating retraining and interoperability risks. Additional supporting factors include that only Radformation service personnel are authorized to maintain the software, and the company provides required training and dosimetrist guidance. The contracting activity is VISN 04, with Jeffrey Pruett serving as the Contracting Officer for NCO4 West Construction Team. The J&A was certified by January John and approved by the Contracting Officer on the document.

6. DescripƟon of Efforts Made to ensure that offers are solicited from as many potenƟal sources as deemed pracƟcable: The funcƟonality and needs required by RadiaƟon Oncology at the Corporal Michael J. Crescenz VA Medical Center points to RadformaƟon being the only provider.

These applicaƟons are fully compaƟble with the department’s current systems, seamlessly integraƟng with exisƟng RadformaƟon, Clear Calc and Clear Check soŌware. Their proprietary algorithms deliver unmatched accuracy in automated contouring, treatment evaluaƟon, and 3D planning, which is not replicated by compeƟtors. Furthermore, RadformaƟon is the sole provider of this soŌware and its associated services and provided a letter stating as such. RadformaƟon’s soŌware ensures conƟnuity of workflow, miƟgates risks associated with retraining staff, and eliminates potenƟal interoperability issues with alternaƟve plaƞorms. No other supplier offers the same depth of integraƟon and proven results within the department’s established clinical processes. The exclusive ability of RadformaƟon products to enhance efficiency, reduce manual errors, and maintain data integrity, combined with the department’s reliance on these systems, limits availability to only this single source.
