About this file

This document is a Simplified Acquisition Procedures (SAP) Determination Memorandum for a sole source acquisition over the micro-purchase threshold but not exceeding the simplified acquisition threshold.

The memorandum justifies a sole source award to the University of Rhode Island (URI) to provide lodging and cafeteria services for approximately 250 individuals during the period of July 28 - August 7, 2024 for the Leapfest 2024 competition event. The key factors are that URI is the only organization within a 15-mile radius of the designated drop-off and pick-up locations that can accommodate the lodging and dining requirements in a single location. Other venues would require splitting the participants into multiple hotels and eating establishments, resulting in increased travel times and costs. The estimated amount for the sole source award is $145,244. The contracting officer has approved this justification to limit competition, subject to the availability of funds.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: No Organization other than The University of Rhode Island (URI) possess the facilities that will meet the requirement of lodging and cafeteria services required within the maximum 15 mile radius point from both the drop and pickup zones designated for the 2024 Leapfest Competition Event for approximately 250 individuals during the period of 28 July - 07 Aug 2024.
_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: Market Research of Rhode Island area has shown that no other organization, within a 15

mile radius of the Leapfest Competition drop-off and pick-up locations, has the ability to accommodate this requirement at one location. Other venues would be able to accommodate the number of rooms and the size of a dining facility and conference rooms required to house approximately 250 individuals. Participants in the competition would be forced to split into groups for assignment to separate hotels and eating establishments resulting in increased travel times between team rotations during the competition, which may cause jumping schedule delays, and increased travel related costs.

_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: Local Government Per Diem rate for that time of the year is significantly higher than the cost of lodging per night/ per bed offered by the University of Rhode Island. Additionally, the combined cost per meal utilizing the dining services at URI is far below the GSA daily per diem rate for the area during that time of year.
_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: Meals and Lodging for approximately 250 support personnel and competitors from 28 July - 07 August 2024 at the University of Rhode Island for Leapfest 2024.
