About this file
The document provided is a Quality Assurance Surveillance Plan (QASP) for a contract to provide demineralized water services at Joint Base McGuire-Dix-Lakehurst (JB MDL) in New Jersey. The QASP outlines the performance objectives, thresholds, and surveillance methods the government will use to monitor the contractor's performance in providing a fully operational demineralizer trailer to meet load demands, including maintenance and regeneration services. The QASP requires the contractor to develop a comprehensive quality control program and allows the Contracting Officer's Representative (COR) to conduct random inspections and address any customer complaints. The contractor is responsible for meeting the performance standards and correcting any deficiencies within one hour of notification. Recurring customer complaints may result in corrective action by the Contracting Officer.
The related federal contract opportunity is Solicitation Number FA448424R0014 for Demineralizer Water Services in support of JB MDL starting in FY25. The purpose of this solicitation is to procure these services in accordance with the Performance Work Statement. Interested parties should review all documents for proposal information and deadlines.

QUALITY ASSURANCE SURVEILLANCE PLAN
TO
PROVIDE DEMINERALIZED WATER
AT
JB MDL,
LAKEHURST AREA, NEW JERSEY
INTRODUCTION. This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate the contractor's actions while implementing this performance work statement (PWS).
This document is designed to provide an effective surveillance method of monitoring the contractor's performance for each listed objective on the Service Delivery Summary (SDS) for mobile demineralizer service.
The QASP provides a systematic method to evaluate the services that the contractor is required to furnish.
This QASP is based on the premise that the Government requires a quality standard for the mobile demineralizer service. This QASP is the best means of achieving that objective.
The contractor, and not the Government, is responsible for the management and quality control actions required to meet the terms of the mobile trailer demineralizer contract. The role of the Government is quality assurance to ensure contract standards are achieved.
In this contract the quality control program is the driver for product quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program provides the measures needed for the contractor's success.
Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.

STANDARD: The contractor is responsible to meet the firm standards in the above Service Delivery Summary for the operational, environmental, and safety of the mobile trailer demineralizer service. The contractor shall perform all work required in a satisfactory manner in accordance with the appropriate PWS paragraph. The COR shall not consider the services complete until all deficiencies have been corrected.
PROCEDURES: The COR will inspect all performance objectives randomly and review all complaints from the requiring activity to ensure the contractor complies with the appropriate paragraphs of the PWS. The COR shall record the results of inspection, noting the date and time of inspection. If inspection indicates unacceptable performance, the COR will notify the Contract Manager or the contractor's QCI of the deficiencies for correction. The contractor shall be given one hour after notification to begin correction of the unacceptable performance. Additional time might be approved if the COR considers that additional time is warranted. If the discrepancies are not initiated within the required time frame, or if the deficiencies are not corrected in a timely manner, the COR shall notify the Contracting Officer (CO) for rectification. Recurring customer complaints are not permitted for any of these service items. If repeated customer complaints are received indicating the same deficiency during the service performance period, the COR shall contact the CO for appropriate action.
