A. Section 01500, CONSTRUCTION FACILITIES AND TEMPORARY
CONTROLS.
B. Section 01570, ENVIRONMENTAL QUALITY CONTROL.
1.03 JOBSITE COORDINATION
A. Project Site Coordination: All project site coordination (i.e. equipment staging, storage, site access) should be discussed and coordinated with Michael Lucas (Contracting Officer), USFS Region One, 24 Fort Missoula Road, Missoula, MT 59804, 406-329-3979.
B. If any part of Contractor's work depends on proper execution or results from the work of any such other contractor (or Owner), Contractor shall inspect and promptly report to Owner and Contracting Officer (CO) in writing any defects or deficiencies in such work that renders it unsuitable for such proper execution and results. Contractor’s failure to so report shall constitute an acceptance of the other work as fit and proper for the relationship of his work except as to defects and deficiencies which may appear in the other work after the execution of his work.
C. Contractor shall do all cutting, fitting, and patching of their work that may be required to make its several parts come together properly and fit it to receive or be received by such other work. Contractor shall not endanger any work of others by cutting, excavating, or otherwise altering their work and will only cut or alter their work with the written consent of the CO and of the other contractors whose work will be affected.
D. If the performance of additional work by other contractors or Owner is not noted in the Contract Documents prior to the execution of the Contract, written notice thereof shall be given to Contractor prior to starting any such additional work. If Contractor believes that the performance of such additional work by Owner or others involves them in additional expense or
01041 Coordination and Site Conditions 2 of 15 Pages entitles them to an extension of the contract time, Contractor may make a claim therefore.
E. Contractor shall be responsible for all areas of the site used by them and all Subcontractors in performance of the work. Contractor shall exert full control over the actions of all employees and other persons with respect to the use and preservation of property and existing facilities, except such controls as may be specifically reserved to Owner or others.
F. Contractor and all Subcontractors shall cooperate in the coordination of their separate activities in a manner that will provide the least interference with the Owner's operations and utility companies working in the area, and in the interfacing and connection of the separate elements of the overall project work. If any difficulty or dispute should arise in the accomplishment of the above, the problem shall be brought immediately to the attention of the Owner and Engineer. All Contractors working on this site are subject to this requirement for cooperation, and all shall abide by the CO’s decision in resolving project coordination problems without additional cost to the Owner.
G. The Contractor shall have a designated job superintendent on site at all times during construction operations. The superintendent shall be capable of project level decisions, manpower authorization, and equipment utilization. Contractor will provide twenty-four (24) hour response through an after-hours phone number where some responsible local Contractor representative, foreman level or higher, can respond to after-hours complaints concerning the project during the course of the construction operations.

3. Owner is not precluded, by virtue of review, acceptance, or approval, from obtaining a credit for construction savings resulting from allowed concessions in the work or materials therefore.
4. Owner is not responsible to provide Engineering or other services to protect Contractor from additional costs accruing from submittals.
5. Submittals processed by CO do not become Contract Documents and are not Change Orders; the purpose of submittal review is to establish a reporting procedure and is intended for Contractor's convenience in organizing the work and to permit CO to monitor Contractor's progress and understanding of the design.
6. Submittals will be acted on by the CO as promptly as possible and returned to the Contractor not later than the time allowed for review in the Paragraph entitled SPECIFIC SUBMITTAL PROCEDURES.
Delays caused by the need for resubmittal shall not constitute basis for claim or for an extension of contract time.
7. After checking and verifying all field measurements, make submittals to CO, in accordance with the submittal register for review.
a. Submittals shall bear a stamp or specific written indication that Contractor has satisfied its responsibilities under the Contract Documents with respect to the review of the submittal.
b. Data shown shall be complete with respect to quantities, dimensions, specified performance and redesign criteria, materials, and similar data to enable Engineer to review the information.
c. Submitted data shall be fully sufficient in detail for determination of compliance with the Contract Documents.

8. Before submission of each submittal, determine and verify quantities, dimensions, specified performance criteria, installation requirements, materials, catalog numbers, and similar data with respect thereto; review and coordinate each submittal with other submittals, requirements of the work, and Contract Documents.
9. At the time of each submission, provide mark-ups of the technical specification indicating each variation that the submittal may have from the requirements of the Contract Documents; if variations are not listed, it is assumed that the submitted equipment meets the specification. In addition, make specific notation on each shop drawing submitted to CO for review and approval of each such variation.
10. CO’s review will be only for conformance with the design concept of the project and for compliance with the information given in the Contract Documents, not extending to means, methods, techniques, sequences, or procedures of construction (except where a specific means, method, technique, sequence, or procedure of construction is indicated in or required by the Contract Documents) nor to safety precautions or programs incident thereto. The review of a separate item as such will not indicate review of the assembly in which the item functions.
11. CO’s review of submittals shall not relieve Contractor from responsibility for any variation from the requirements of the Contract Documents unless Contractor has in writing called CO’s attention to each such variation at the time of submission, and CO has given written approval of each such variation by a specific written notation thereof incorporated in or accompanying the shop drawing or sample approval; nor will any approval by CO relieve Contractor from responsibility for errors or omissions in the shop drawings or from responsibility for having complied with the provisions therein.
12. Where a shop drawing or sample is required by the Specifications, related work performed prior to CO’s review and approval of the pertinent submission shall be the sole expense and responsibility of Contractor.
13. Should the Contractor propose any item on his shop drawings, or incorporate an item into the work, and that item should subsequently prove to be defective or otherwise unsatisfactory, (regardless of the CO's preliminary review), the Contractor shall, at his own expense, replace the item with another item that will perform satisfactorily.
01300 Submittals Page 4 of 12
14. Review of first submittal and one resubmittal will be performed by the CO at no cost to the Contractor. Subsequent submittals will be reviewed by the CO; however, the CO will document the work-hours and other expenses required for such review(s) and the Contractor shall reimburse the Owner for the charges of the CO with a deduction from the Contractor's monthly pay estimate.
C. Specific Submittal Procedures:
1. Contractor may choose to use an Internet-based submittal service such as Procore or ConDoc. Use of such a service shall not relieve the Contractor from complying with the submittal procedures specified herein.
2. Submittals by Contractor shall be transmitted as a PDF file (as defined below).
a. If an Internet-based submittal service is not used, for large shop drawing files greater than 20MB, submittals shall be made to an FTP site.
b. Review comments and resubmittals are to be provided electronically, after which a minimum of two hard copies of the final and approved shop drawings are submitted for distribution. Distribution would be to the CO and Owner.
c. Submittals shall be an electronic file in Adobe Acrobat Portable Document File (PDF) format created directly to PDF (preferred) or via scans of the hard copy. Scans must be legible.
d. Electronic files that contain more than 10 pages in PDF format shall contain internal bookmarks linked from an index page to major sections of the document.
e. General submittal information shall be added to each PDF file, including project, subject, submittal number, supplier, and keywords.
f. PDF files shall be set up to print legibly at 8.5-inch by 11-inch, 11-inch by 17-inch, or 22-inch by 34-inch. No other paper sizes will be accepted.
g. New electronic files shall be submitted for each resubmittal, i.e., resubmit entire submittal when individual pages or portions thereof are modified.
3. Combine submittals specified in each Specification section into a single package. Partial packages will not be reviewed until all submittals required for the section have been received. If Contractor requests review of a partial submittal and CO accepts to assist the Contractor, all subsequent submittals shall will be treated as re-
01300 Submittals Page 5 of 12 submittals and the Contractor will be charged for review of the second and any subsequent re-submittals.
4. The shop drawings shall be accurate, distinct, and complete, and shall contain all required information, including satisfactory identification of items, units, and assemblies in relation to the Contract Drawings and Specifications, and as specified further hereinafter.
5. Transmit each submittal with a CO accepted form signed and dated by the Contractor.
6. Number the transmittal forms by specification number with a sequential suffix for each resubmittal.
7. Identify project, Contractor, subcontractor or supplier; pertinent Drawing sheet and detail number(s), and Specification section number, as appropriate.
8. Apply Contractor's stamp, signed or initialed certifying that review, verification of products required, field dimensions, adjacent construction work, and coordination of information is in accordance with the requirements of the work and Contract Documents.
9. Identify variations from Contract Documents and product or system limitations which may be detrimental to successful performance of the completed work.
10. Revise and resubmit submittals as required, identify all changes made since previous submittal.
11. Distribute copies of reviewed submittals to concerned parties.
Instruct parties to promptly report any inability to comply with provisions.
12. Submittals will be acted upon by CO and transmitted to Contractor not later than 21 regular working days after receipt by CO. Shop drawings shall be submitted in sufficient time to allow the CO not less than 21 regular working days for examining the shop drawings.
13. When shop drawings have been reviewed by the CO, one PDF copy will be returned to the Contractor appropriately annotated.
a. If major changes or corrections are necessary, shop drawing may be rejected and PDF will be returned to the Contractor with such changes or corrections indicated.
01300 Submittals Page 6 of 12
b. Correct and resubmit the shop drawings in the same manner and quantity as specified for the original submittal, unless otherwise directed by the CO. If changes are made by the Contractor (in addition to those requested by the CO) on the resubmitted shop drawings, such changes shall be clearly explained in a transmittal letter accompanying the resubmitted shop drawings.
1.04 SUBSTITUTIONS
A. Where items of equipment and materials are identified herein by a manufacturer’s name, model, or catalog number followed by the words “or equal” or “or approved equal,” Contractor must obtain CO’s approval.
B. Note that use of an “or equal” item shall not increase the cost to the Owner or increase contract times.
C. If using a “substitute,” note that Contractor shall be responsible for any costs resulting from a change in Contract Documents, design change, CO’s review and evaluation.
1.05 CONSTRUCTION PROGRESS SCHEDULES
A. Submit initial progress schedule in duplicate within 15 days after date of Owner's Notice of Award for the CO’s review.

C. Should the Contractor elect to substitute a proposed equivalent material to an “or equal” or "or approved equal" specification, the Contractor shall submit to the CO adequate documentation allowing the CO to determine the equivalency of the material.
1.07 SHOP DRAWINGS
A. General:
1. The Contractor shall submit shop drawings, equipment and materials data as required in the Technical Provisions of these specifications concerning the specific item as soon as practical. The Contractor may proceed, only at his own risk, with manufacture or installation of any equipment or work covered by said drawings, etc. until they are approved, and no claim, by the Contractor, for extension of the contract time will be granted by reason of his failure in this respect.
