About this file
This document contains questions and answers regarding Solicitation number 1240LU21R0003 from the Department of Agriculture Forest Service R1-Northern Region. The solicitation is for tarmac maintenance and repair work at the Missoula Aerial Fire Depot, including asphalt crack sealing, concrete joint sealing, asphalt seal coating, restoration of metal storm drains, pavement marking, and limited asphalt repair. The questions clarify allowable materials, work windows, locations and quantities of repairs, and other technical specifications. Epoxy paint is required as specified for markings. Most work must occur within a 14-day window in June 2022, though some incidental and preparatory work as well as crack sealing may take place outside this window. Drawings provide general locations for repairs but actual areas will be determined by contractor assessment and government approval.

Q and A Solicitation no. 1240LU21R0003 dated: 08/19/2021 Question Response
In the project it calls for Epoxy paint on final markings. Can FAA spec Water based paint be an alternate for the epoxy? The concern with the epoxy is that it is extremely ridged and will crack when the asphalt expands and contracts.
Please provide the epoxy paint as specified.
Is the work for the optional bid items intended to occur in the 14 day window during June 2022?
Yes, partial and full depth repair items are intended to occur during the 14 day window in June 2022. Alternative approches and/or constraints may be proposed in the Technical Approach section of your proposal.
There is some incidental work that occurs before the seal coating can take place (mobilization, utility locating, test coat, etc). Can this be done prior to the 14 day work window?
Yes, incidental work that does not interfere with aircraft operations may occur prior to the 14 day window so long as it is well coordinated with the Government.
Does the work during Fall 2021 only include bid item 104? Yes, that is the intent of Section C as written. The Government expects that crack sealing's more forgiving temperature and moisture requirements relative to seal coating should allow an opportunity this Fall. Our pavements engineer has recommended that crack sealing be separated from seal coating by several months if possible to allow an opportunity for the crack sealing to settle first. Alternative approches and/or constraints may be proposed in the Technical Approach section of your proposal. If weather requires that crack sealing cannot occur this Fall, it would have to be accomplished during the same period of performance given in June 2022.
The drawing in attachment J‐8 shows approximately 5,600 sf of partial depth repair. The bid item calls for 8,415 sf. Can you clarify this difference?
Pay Items 114 and 115 on the Schedule of Items are intended to be optional items which may be awarded in full, in part, or not at all depending on available funding. The "Tarmac Partial & Full Depth Repairs" document and markings (Attachment J‐8) on the airfield are intended to indicate likely areas these quantities, if awarded, would be expended to help bidability. Although ~5,600 SF of partial depth repair locations were identified, a remaining ~2,785 were not. If all 8,415 SF were awarded, the Government would work with the successful contractor to identify the most needed and productive locations for repair according to the means and methods available for grinding. Both partial and full depth repair locations are notional and open to adjustment according to conditions and the contractor's recommendations. Please see the source language for actual quantities nomenclature in Federal Highways FP‐14, "Payment will be made for the actual quantities of work performed and accepted or material furnished according to the contract.
The scheduled quantities may be increased, decreased, or deleted." Price evaluation will be made based on the assumption that both Pay Items 114 and 115 are awarded in full.
Can the .dwg documents in attachment J‐5 be provided as .pdf files? We couldn't reliably flatten these to .pdf in full resolution, and there are important utility details that should be considered across these records. Autodesk offers free .dwg viewers here:

I am assuming the traffic control shown on Sheet 4 will need to be installed and removed in three separate phases – crack sealing, seal coating, and final striping – is that correct?
Yes, every mobilization onto the airfield must be accompanied by the prescribed safety, staging, and operations notes. See note 6 and 14 on Sheet 4 of attachment J‐2. Alternative approches and/or constraints may be proposed in the Technical Approach section of your proposal.
Please clarify the work for bid item 109 / Existing Metal Surface Preparation: The notes on sheet 5 and sheet 7 describe different locations. Are all of these items cast iron? Sheet 7 calls out a sandblast / prep spec, but not a new finish. Sheet 5 calls for surfaces to be galvanized.
Does this apply to cast iron items? How are we to treat the embedded frames?
The circular manhole on the west side of the tarmac is cast iron. The steel plate at the northwest corner is no longer present on‐site and will not return (was used for helping aircraft tires turn during taxi). The large square storm drain inlet near "BH‐6" on sheet 5 is of unknown metal, likely cast iron or ductile iron. The trench drain is marked as ductile iron. The trench drain iron panels and frames do not need treatment under this contract. The circular fram of the west manhole may be left without treatment; do sandplast and coat the manhole cover itself. The large square storm drain inlet appears to be one‐piece embedded and/or fastened below grade. Provide new stainless steel fasteners for this grate if unservicable fasteners are encountered. Sandplast and coat the grate itself. Include incidental asphalt patching up to this grate under Pay Item 109 as it appears asphalt will need to be removed to get the grate out for treatment.
Sheet 7 includes a milling placement detail. My understanding from the walk through was that this detail does not apply to this project. Is that correct?
Yes, the "Helipad Road, Parking Lot, and Access Millings Placement Detail" on Sheet 7 of J‐2 does not apply to this project. A sister project involving full mill and overlay was designed at the same time and this detail would apply to millings from that (not yet funded) project.
Is concrete spall repair incidental to Pay Item 108, PCC Pavement Joint Repair?
Yes.
Could hot mix asphalt patching be done in Fall 2021? The Government is open to proposals for patching work to also occur between 6 September and 29 October so long as the Project Manual requirements including temperature, moisture, and in place density are met. Alternative approches and/or constraints may be proposed in the Technical Approach section of your proposal. If Fall 2021 (6 September ‐ 29 October) requirements cannot be met, alternative proposals must fall within the June 2022 date window listed in the contract.
