About this file
This document is a memorandum from the U.S. Naval Ship Repair Facility (SRF) Detachment Singapore establishing six Fiscal Year 2026 Local Standard Items (LSIs) as mandatory contract requirements for all procurements issued and ongoing from the effective date of October 6, 2025. The LSIs apply to ship repair and maintenance work performed at the Singapore facility and include: 099-201SI (Calibration Intervals for Contractor Measuring and Test Equipment), 099-202SI (Work Authorization Form coordination), 099-203SI (Naval Supervisory Authority notifications), 099-204SI (Heavy Weather Plan provision), 099-205SI (Contractor Cranes provision), and 099-206SI (Interference reporting and testing). Each LSI establishes specific technical and procedural requirements that contractors must comply with throughout contract performance. Requests for deviations require written submission to SRF Det Singapore with full justification explaining necessity and impact on planning and availability.
The detailed LSI specifications include contractor responsibilities for equipment calibration at specified intervals aligned with Navy standards, designation and coordination of Work Authorization Form Coordinators (WAFCOR) with written supervisor approval, supervisor approval before conducting maintenance on energized equipment or systems with reduced sea protection, submission of written Heavy Weather Plans for availabilities exceeding 14 calendar days with defined weather response protocols, provision of cranes with maximum 10,000-pound lift capacity including daily pre-use inspections and anti-two-block devices, and identification and testing of system interferences with detailed reporting three days prior to removal. All requirements are Category I (mandatory) and do not authorize contract price, schedule, or term changes; contractors claiming equitable adjustment must notify the Contracting Officer before proceeding. The point of contact is Mr. Sean Jermyn, Deputy Maintenance Officer, at +65-6422-3642.
