About this file

This is a Statement of Work (SOW) for ship repair work on USS HIGGINS (DDG 76) conducted at HMAS Kuttubal, Sydney Australia during the period of February 28 to March 19, 2026. The work is specified under specification number SING-017-26 and includes both standard Navy requirements and specific repair items organized into two categories: Category I comprises mandatory FY-26 standard items applicable to the job order without further reference (26 items covering general criteria, environmental compliance, quality management, safety protocols, and technical documentation), while Category II lists optional standard items that may be invoked within specific work items (12 items addressing specialized repairs such as insulation, welding, valve repair, and piping systems).

The executing work section details four specific repair items: Item 256-61-001 involves overhauling an 8-inch flanged seawater supply relief valve (Hunt Valve Co., MIL-DTL-24332) located in Engine Room Number Two, requiring disassembly, cleaning, component replacement, and multiple testing phases (hydrostatic test at 87 PSIG, seat tightness test at 58 PSIG, and operational test); Item 261-12-001 requires replacement of a 3-inch motor-operated fuel oil service pump suction valve in Engine Room Number 2 with installation, alignment, and adjustment of position indicators and torque limits; Item 320-10-001 involves installation of a Multi-Cable Transit (MCT) block in the Fan Room with neoprene insert blocks and Roxtec sealing systems; and additional work items address fuel oil system components, RHIB boat sling assemblies, and deck panel replacements. All work requires contractor submission of Test and Inspection Verification Sheets (TIVS) documenting material status, tag-out verification, test results, and compartment closeout inspections, with documentation due within three days of repair completion. Government-furnished materials are provided for major components, and the contractor must maintain system cleanliness levels, comply with Navy technical manuals and standards, and obtain Ship's Force verification and supervisor acceptance throughout the work performance.

Installation instructions Roxtec R frame

Installation

Remove any dirt from the sleeve/ hole.

Lubricate the frame sparsely on the outside with Roxtec Lubricant.

Insert the frame into the sleeve/ hole. Please see table “Aperture dimensions”.

If pipes/cables are pre-routed, an R frame can be cut open with a sharp tool. Cut the longside open between screws.

For R100, cut between screw and corner.

5 6 7

Push the front fittings to the sides. Lubricate the inside of the frame thoroughly, especially into the corners.

If the frame is provided with a net, cut or bend the net with a sharp tool, or your fingers, to enable cables/pipes to pass through at their position in the frame.

Pull the cables through. Please see note on reverse page.

Adapt modules which are to seal cables or pipes by peeling off layers until you reach the gap seen in pic. 9. The halves may not differ by more than one layer.

Achieve a 0.1-1.0 mm gap between the two halves when held against the cable/pipe.

Lubricate all modules for the frame thoroughly, both the inside and the outside surfaces.
