ANALYSIS OF DRINKING WATER_SDWA - SCOPE OF WORK
Background Marine Corps Base Camp Lejeune (MCB CAMLEJ) monitors drinking water as required by and in accordance with applicable state and federal regulations. Drinking water samples are collected from five (5) different distribution systems aboard the Base. MCB CAMLEJ’s Environmental Laboratory Section (ELS) is responsible for collecting all samples for submittal to an outside testing laboratory for analysis. All testing laboratories must be certified by the state of North Carolina (NC) for analysis of compliance samples.
Objective(s) Provide sampling materials and laboratory services for the analysis of drinking water and wastewater samples, including both compliance and noncompliance samples, as described in the Scope of Work.
Scope of Work Testing of samples will be performed by laboratories certified by the State or EPA. Copies of certificates must be provided to the Government. It shall be the responsibility of the primary contractor to ensure testing laboratories and any subsequent sub-contracted laboratories meet certification requirements and to provide such certificates to the government prior to conducting work.
Samples must be analyzed using analytical methods approved for the analysis of drinking water or wastewater for the parameter groups shown below unless a different method is specified in the scope of work. Quality control practices, sample preservation and hold times detailed in specific methods will be strictly adhered to.
The contracted laboratory shall furnish all materials and sampling supplies and be responsible for transportation of materials to and collected samples from the government location by way of local pick-up or return shipping labels.
Final sample reports shall contain the location, date, time of collection, collector’s name, preservative added and any other special remarks concerning the sample.
1.0 Trihalomethanes and Haloacetic Acids in Drinking Water (ELIN AE)
1.1 ELS personnel will collect samples from 16 sites on a quarterly basis (January, April, July and October) and three (3) sites quarterly (February, May, August, and November), for a total of 76 samples per year.
1.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
1.3 Testing laboratory will analyze samples for the contaminants shown in Table 1 using an approved method for the analysis of drinking water.
1.4 Results of drinking water samples identified by the ELS as compliance samples will be reported to the NC Public Water Supply Section (PWSS) in electronic format. Results identified as special samples (i.e., noncompliance) will be reported to the Government only.
1.5 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

2.0 Explosive Constituents in Drinking Water (ELIN AF)

2.1. ELS personnel will collect five (5) samples monthly. In addition to the five (5) monthly samples, one (1) matrix spike and one (1) matrix spike duplicate will be analyzed per month for a total of 84 samples per year.
2.2. Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
2.3. Testing laboratory will analyze samples for the contaminants shown in Table 2 using designated Method Code(s).
2.4. Results will be reported to the Government in electronic format.
2.5. Final reports shall include a completed CoC and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted to the Government within three (3) weeks of receipt of samples.

4.0 Lead and Copper in Drinking Water (ELIN AN)
4.1 ELS personnel will collect drinking water distribution system samples each year. Sample quantities will be different each year as shown in Table 4.
4.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
4.3 Testing laboratory will analyze samples for lead and copper using an approved method for the analysis of drinking water and in pursuant to the Lead and Copper Rule.
4.4 Results of drinking water samples identified by the ELS as compliance samples will be reported to the NC PWSS in electronic format. Results identified as special samples (i.e., noncompliance) will be reported to the Government only.
4.5 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

5.1 ELS personnel will collect four (4) samples per year.
5.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
5.3 Testing laboratory will analyze samples for nitrates using an approved method for the analysis of drinking water.
5.4 Results of drinking water samples identified by the ELS as compliance samples will be reported to the NC PWSS in electronic format. Results identified as special samples (i.e., noncompliance) will be reported to the Government only.
5.5 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
6.0 Drinking Water Laboratory Reagent Water (ELIN AQ)
6.1 ELS personnel will collect one (1) sample per year from MCB CAMLEJ’s ELS reagent water system.
6.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
6.3 Testing laboratory will analyze samples for the contaminants shown in Table 5 using an approved method for the analysis of drinking water.
6.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

The contractor must provide immediate notification to the Government following any drinking water sampling exceedance of a regulated Maximum Contaminant Level (MCL).
