ANALYSIS OF WASTEWATER_CWA - SCOPE OF WORK
Background Marine Corps Base Camp Lejeune (MCB CAMLEJ) conducts monitoring of wastewater as required by and in accordance with applicable state and federal regulations. Wastewater monitoring is conducted from multiple facilities aboard the installation to include the Advanced Wastewater Treatment Plant (WWTP), the Consolidated Water Treatment Plant, and Municipal Solid Waste Landfill, as well as select locations within the New River. MCB CAMLEJ’s Environmental Laboratory Section (ELS) is responsible for collecting all samples for submittal to an outside testing laboratory for analysis. All testing laboratories must be certified by the state of North Carolina (NC) for analysis of compliance samples.
Objective(s) Provide sampling materials and laboratory services for the analysis of wastewater samples as described in the Scope of Work.
1.0 Total Nitrogen in Wastewater (ELIN AA)
1.1 ELS personnel will collect a weekly sample from the final effluent discharge of the MCB Camp Lejeune WWTP and a quarterly sample from the final effluent discharge of the MCB Camp Lejeune Consolidated Water Treatment Plant. Additionally, samples will be collected twice a month from nine (9) sites on the New River from April through October. Collectively, there will be a total of 182 samples per year sent to the testing laboratory for analysis.
1.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
1.3 Testing laboratory will analyze samples using an approved method for the analysis of wastewater.
1.4 Results will be reported as Total Kjeldahl Nitrogen (TKN) mg/L, Nitrate+Nitrite Nitrogen (NO3+NO2) mg/L and Total Nitrogen mg/L, with a reporting limit of no greater than 0.5mg/L.
1.5 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
2.0 Chronic Toxicity in Wastewater (ELIN AB)
2.1 ELS personnel will collect quarterly samples from the final effluent discharge of the MCB Camp Lejeune WWTP and the final effluent discharge of the MCB Camp Lejeune Consolidated Water Treatment Plant. Sampling will be conducted in January, April, July, and October of each year. Collectively, there will be a total of 6 samples during the base year and 8 samples each option year.
2.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event. NOTE: This is a time sensitive test with a maximum hold time of 36-hours. Collected samples must be shipped to the testing laboratory using overnight delivery.
2.3 Testing laboratory must be certified to conduct testing under EPA-821-R-02-014 Method 1007, the only approved method for compliance purposes for the Chronic Mysidopsis Bahia Survival and Growth Test.
2.4 Test procedures will be based on EPA Method 1007.0, Mysid, Mysidopsis Bahia, Survival, Growth and Fecundity Test, as described in Short-Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Third Edition, EPA-821-R-02-014. Procedure will be performed as written with the following exceptions:
2.4.1 One test each quarter, collected from Camp Lejeune’s WWTP effluent, will consist of a control and a 5% effluent concentration. The other test each quarter, collected from Camp Lejeune’s Consolidated Water Treatment Plant effluent, will consist of a control and a 10% effluent concentration.
2.4.2 Mortality for pass/fail tests will be evaluated using the t test described in Section 11.3 in Methods for Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms, Fifth Edition. EPA-821-R-02-012, October 2002, applying an alpha level of 0.05.
2.4.3 The growth endpoint for pass/fail tests will be determined using Appendix G of Short-Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Third Edition, EPA-821-R-02-014, October 2002, applying an alpha level of 0.01.
2.4.4 Mortality and growth endpoints for multiple-concentration tests will be determined using hypothesis testing as described in EPA Method 1007.0, Mysid, Mysidopsis Bahia, Survival, Growth and Fecundity Test, as described in Short-Term Methods for Estimating the Chronic Toxicity of Effluents and Receiving Waters to Marine and Estuarine Organisms, Third Edition, EPA-821-R-02-014.
2.4.5 Fecundity will not be evaluated.
2.5 Final reports shall include a completed CoC and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted to the Government within five (5) weeks of receipt of samples.
3.0 Oil and Grease in Wastewater (ELIN AC)
3.1 ELS personnel will collect samples twice a month from the final effluent discharge of the MCB Camp Lejeune WWTP for a total of 24 samples per year.
3.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
3.3 Testing laboratory will analyze samples using an approved method for the analysis of wastewater with a reporting limit of no greater than 5.0 mg/L.
3.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
4.0 Chlorophyll-a Analysis for Compliance with NPDES Permit Requirements (ELIN AD)
4.1 ELS personnel will collect samples twice a month from nine (9) sites within the New River during the months of April – October. A total of 126 samples will be collected per year.
4.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event. NOTE: This is a time sensitive test due to the 24-hour sample filtering requirement. Samples must be delivered to analyzing lab within 24-hours of collection.
4.3 Testing laboratory will analyze samples using an approved method for the analysis of wastewater with a reporting limit no more than 1.0 mg/L.
4.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
5.0 BTEX in Wastewater (ELIN AH)
5.1 ELS personnel will collect a sample from the MCB CAMLEJ WWTP’s influent and effluent for a total of two (2) samples per year.
5.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
5.3 Testing laboratory will analyze samples for contaminants listed in Table 1 using an approved method for the analysis of wastewater.
5.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

6.0 Sulfide in Wastewater (ELIN AJ)
6.1 ELS personnel will collect a total of seven (7) samples from throughout the MCB CAMLEJ WWTP per year.
6.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
6.3 Testing laboratory will analyze samples using an approved method for the analysis of wastewater.
6.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
7.0 Inorganics in Wastewater Residuals (ELIN AK)
7.1 ELS personnel will collect a one (1) sample quarterly from residuals produced at the MCB CAMLEJ WWTP for a total of four (4) samples per year.
7.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
7.3 Testing laboratory will analyze samples for parameters listed in Table 2 using an approved method for the analysis of wastewater under 40 CFR Part 503.
7.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

8.0 Wastewater and Landfill Residuals Full TCLP (ELIN AL)
8.1 ELS personnel will collect a total of six (6) samples each year from residuals produced at the MCB CAMLEJ’s WWTP and Municipal Solid Waste Landfill.
8.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
8.3 Testing laboratory will analyze samples for corrosivity, ignitability, reactivity, and toxicity characteristic leaching procedure (TCLP) using an approved method to demonstrate materials are non-hazardous under the Resource Conservation Recovery Act (RCRA). TCLP analysis will include the parameters listed in Table 3.
8.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

9.0 Inorganics in Compost (ELIN AM)
9.1 ELS personnel will collect a total of four (4) samples per year from compost produced at MCB CAMLEJ’s Municipal Solid Waste Landfill.
9.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
9.3 Testing laboratory will analyze samples for parameters listed in Table 4 using an approved method for the analysis of wastewater under 40 CFR Part 503.
9.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

10.0 Metals (Arsenic, Copper, Zinc, Manganese) in Wastewater Effluent (ELIN AR)
10.1 ELS personnel will collect a total of 16 samples each year from the final effluent discharge of MCB CAMLEJ’s Consolidated Water Treatment Plant. Parameters to be analyzed for and sample frequency is shown in Table 5.
10.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
10.3 Testing laboratory will analyze samples using an approved method for the analysis of wastewater.
10.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.

11.0 Total Chloride in Wastewater Effluent (ELIN AS)
11.1 ELS personnel will collect a total of 12 samples each year from the final effluent discharge of MCB CAMLEJ’s Consolidated Water Treatment Plant.
11.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
11.3 Testing laboratory will analyze samples for Total Chloride using an approved method for the analysis of wastewater.
11.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
12.0 Gross Beta Radiation in Wastewater Effluent (ELIN AT)
12.1 ELS personnel will collect quarterly samples from the final effluent discharge of MCB CAMLEJ’s Consolidated Water Treatment Plant for analysis for Gross Beta Radiation. A total of four (4) samples will be collected each year.
12.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event.
12.3 Testing laboratory will analyze samples an approved method for the analysis of wastewater.
12.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
13.0 Second Species Chronic Toxicity in Wastewater (ELIN AU)
13.1 ELS personnel will collect one (1) sample each year from from the final effluent discharge of the MCB Camp Lejeune WWTP.
13.2 Contractor shall provide all sample bottles, packing materials and coolers necessary for collecting and transporting samples intact and uncontaminated three (3) weeks prior to the anticipated collection event. NOTE: This is a time sensitive test with a maximum hold time of 36-hours. Collected samples must be shipped to the testing laboratory using overnight delivery.
13.3 Testing laboratory must be certified to conduct testing under EPA-821-R-02-014 Method 1006: Inland Silverside, Menidia beryllina, Larval Survival and Growth; Chronic Toxicity.
13.4 Final reports shall include a completed Chain of Custody (CoC) and Laboratory Supervisor signature certifying the adequacy and accuracy of procedures and test results and submitted electronically to the Government within three (3) weeks of receipt of samples.
